MASS BASS FEDERATION
MAY 1996 DIRECTORS MEETING
Meeting called to order at 7:35 P.M.
Roll Call; Missing were Cape Cod, Metro West
and The Grubs. Cape Cod has missed 3 of the last 4 meetings and is
in violation of the by-laws. A letter will be sent to their
President informing him that the club can be disciplined and should
contact John Nee to explain their absence.
Secretaries Report; Motion made by Worcester
County to bypass the reading of the minutes, seconded by City Bass.
Motion passed.
Treasures Report; Bob read his report and
listed the bills. Motion by The River Rats, seconded by Tri Valley
to accept Bobs report and pay all outstanding bills. Motion passed.
Conservation/Natural Resource Officers Report;
Bob Parker handed out his report.
Youth Directors Report; The Youth director is
in dire need of donations from clubs for the Youth Tournament. Bass
Masters of New England will be hosting a Casting Kids contest June 1
between 11 and 1 in Middleboro. Contact John Nee for details.
Tournament Report; Due to the scheduling of 5
major Tournaments the weekend our Federation Trail Tournaments the
Tournament Committee has asked that the President ask the Leaders of
Military East and North, ABA of Mass to sit down with the Tournament
Committee to try to work out our scheduling problems. We are all
drawing from the same pool of anglers and should try correct our
scheduling conflicts to allow our anglers to fish all the Trails. It
was also stated that at the April Rhode Island benefit Tournament
that 45 of the 66 teams were from Mass Bass, not one team from R.I.
showed up the next weekend for our team benefit. On the Open Trail
there will be no Pre registration at the Hudson River, you will
register at the ramp. Green County has added $600 to First place. Don’t
forget New York’s black bass season does not open till June 15th
Directors should make sure that all the teams from their clubs are
informed of this. The Webster Trail Tournament was won by John Nee
and Randy Savage taking home $2400.00. On the In-state Trail at
Congamong Al Farland and Paul Ganczarski topped the field of 39
teams to take first. Congratulations to both teams. There will
be a 40 boat limit at Mashpee. There was a motion by
Blackstone Valley, seconded by Barehill for a Pre-registration for
Mashpee, with those who register and don’t show will be held
responsible for the $70 registration fee. Motion passed. You do not
have to send the money just a registration of the team. Include your
names and a phone number you can be reached at If you are not in the
first 40 who register, do not send any money. Send your
registrations to Ernie Anelunde at 34 Parker St. Attleboro Ma 02703.
The Team Benefit Tournament was won by Bill Allen and Randy Namath
with over 18 lbs.
Old Business; The Benifituary for this years
benefit will be the Citizens Conservation Coalition. The vote on the
increase in the dues (Money to go to CCC) passed 36 to 2. This must
be paid at the June meeting. Make all checks out to the Mass Bass
Federation.
New Business; This years regional will have a
21 day shut off. Make sure anyone in your club that is on the
Regional Team knows of this change. The news letter is out, see your
Director for a copy. Any club wanting to print results or put in
articles call John or Paul. Remember one thing about any articles
you write. John and Paul have the right (and will exercise it) to
edit or not print an article they feel does not belong in the news
letter.

6:30 before the June meeting. If you do not show up you will not
fish the Regionals.

DECEMBER 1996 DIRECTORS MEETING
Meeting called to order at 7:30 P.M. by President
Jim Marino.
Roll call: Absent were Hampton County, Rod
Jockey’s and South Shore.
Secretary’s Report: There was 1 correction
to the November minutes. The Federation banquet is February 1st.
Motion by Bassmasters of N.E., seconded by Norumbega to wave the
reading of the minutes. Motion passed.
Treasures Report: Bob read his November and
December reports and listed all outstanding bills. Motion by Green
Water, seconded by Boston to accept Bobs report and pay all bills.
Motion passed. Motion by Eastside, seconded by Charles River to move
$444.64 from misc. to Presidents Travel Fund. Motion passed.
Conservation Report: Dean reported that it
was going to cost $35.00 to get the financial report from the CCC.
The Maspee and Webster sagas continue so make sure you get your
permits in. The number for Point Breeze is 508-943-7560 this is the
number for Dupont Realty you want to talk to Judy. Please be advised
that they have upped the fee’s for using Point Breeze as follows -
$50 per club plus $15 ramp fee.
Youth Report: Ernie was absent so there was
no report. Please remember that at the Boston and Springfield shows
there will be Casting Kids contests both Saturday and Sunday. There
is a possibility that Don Cochran will be at the Boston show on
Saturday
Tournament Committee: John Magliano reported
that we are still going over the rules for the upcoming season and
more information will follow. There will be a Tournament Committee
meeting on Sunday January 12th at 5:30 P.M. at the Riverside Gun
Club. Any Tournament Committee member unable to attend should
contact John at 508-562-9331.
Travel Guide: Bill is working straight out to
get this years Travel Guide out on time. Hopefully every club sent
in their club write ups.
Banquet Report: Don’t forget the Banquet is
February 1ST at the Holiday Inn on Route 20 in Marlboro. Tickets
will be available at the January Directors meeting for $25.00 per
person. Ray Scott will not be able to attend but Don Cochran will
there. Contact Bob Parker at 508-234-7771 for tickets. Don’t
forget to order your tickets as soon as possible!!
News Letter: Motion by Bassmasters of N.E.
seconded by Barehill to give Paul Dailita $500 to put out 6 news
letters in the next 12 months. This will be on top of all other
expenses. Motion passed. Paul told the Directors that the cost of
the news letter will be less this year because one major expense the
Federation had last year was we had to by a printer. Paul told the
Directors that he needed help with articles he can not write all the
articles. Any club wanting to print results or other articles
contact Paul. Anyone wishing to advertise their boat or other
equipment should contact Paul.
Old Business: This years show dates are as
follows. The Boston show dates are January 31 to February 2nd.
Anyone interested in working should contact Paul LeBlanc at
508-966-0792. The Worcester show at the Centrum will be February
6-9. The Federation is still looking for someone to run the booth at
this show if you are interested contact John Magliano at
508-562-9331. The Springfield dates are February 20 to 23 at the Big
E. Anyone interested in work the show should contact Al Golfieri at
413-569-3193. Motion by Cajun Club, seconded by Green Water to
appropriate $800 to rebuild the Federation booth. Motion passed.
Dean Percival will do the renovations. Any club that wants discount
tickets for the Worcester show should call 603-431-4315 or
800-227-2067.
New Business: Motion by Green Water seconded
by Wild Side to appropriate $1000 for gratuities for 1997. This will
be used to pay tournament fee and such items the Directors feel
necessary to award people for work done for the Federation. New
clubs have until the April meeting to join the Federation to be
eligible for the Fish-offs.
The 1997 Federation dues will be $20 as voted
by the Directors. Dues will be due by the February meeting along
with your clubs $25 assessment for the Federation Benefit.
Motion by Green Water, seconded by Berkshire
County to make the National Champions practice fund $2500. Motion
passed. Bob Perkins will move money into the fund from where he
feels money can be moved from.
Bass Fishing Techniques this year will have Woo
Daves, Mark Davis, David Fritts, Joe Thomas, Danny Humphrys and Don
Iovino. Dates are Feb. 22 and 23.
President Jim Marino has been going to a lot of
club meetings and the one thing he seems to be hearing is that the
clubs feel that they have lost control of the Federation and would
like to take it back. Jim told the club as well as the Directors
that 1997 Tournament rules and schedules are set but that the 1998
schedule and rules are currently being worked on.

video, they are $20 for both copies. If you want to see how you were

There will be a State Team Meeting At the January
meeting at 7:00 P.M. sharp. If you are a Director and you are on the
Team please have someone else attend the Directors meeting for you.
This is a very important meeting!!! Be there!!
The Green Water Annual Ice Derby’s will be
January 12 at the A1 site in Westboro and The Extravaganza will be
February 9th at Fort Meadow pond Marlboro. For more details contact

FEBRUARY 1996 DIRECTORS MEETING
Meeting called to order at 7:35 P.M.
Roll call; Those missing where Ancient
Mariners, Cape Cod, South Shore. Three new clubs were introduced,
Chelmsford Bass Tacklers, The Water Demons and Metro West Lunker
Hunters.

Conservation/Natural Resource Officers Report;

Youth Report; The Casting Kids State
Championships will be held at John Smith Sports Center in Milford,
2-4 P.M., March 23,1996. Tickets for youth Raffle were given out to
all Directors. Drawing will be at next months meeting.
Directions
From Rte 495 take exit 20 (Rte 16) west. Take a
right at the first set of lights next to Wendy’s (Dilla St.). Take
first left Summer St.(Approx. 1 mile). After Lake House Park, John
Smith is 200 yards on the right.
Tournament Report; Paul spoke on changes that
had to be made to Instate Trail sites. Due to a conflict, Mashpee
and Congamong were reversed on the schedule. Mashpee’s date was
changed to June 16 and Congamong will be May 19. The fish-offs are
set for Fort Ticonderoga, there will be no change as rumors have it.
Here is the break down of cost per person for the fish-offs. $40
plus $10 optional Lunker. You must turn in your money along with
your 8 man team list August 9 1996. You will be allowed only 1
change till August 20, after that any changes you make will cost you
an additional $40. This added cost came about because of amount of
change that occurred at last years fish-offs. There were 40 changes
the second day alone. Your 8 man team lists must include your
alternate. Starting at the fish-offs there will be a 4 oz penalty
for a dead fish. This is to stay in line with B.A.S.S. who will
change in September. There was a motion made to exempt any member of
the Federation who belongs to another state Federation who fish the
same body of water on the same day in a Federation event from any
penalties. Motion by Green Water seconded by Cajun Club. Motion
passed 21 to 5. This year Vermont will be fishing their state
fish-offs on Champlain the same week end as our fish-offs and we
have at least one member who belongs to Mass and Vermont, and he
will be fishing Vermont.
Travel Guide; Bill gave a brief report saying
everything went as scheduled, the guide was at all the shows. Bill
was given another round of applause for a job well done.
Banquet Report; Bob Parker read a letter from
Wayne McCallum thanking us for inviting him. John Nee asked Bob
Parker to run next years banquet. Bob accepted.
The 1995 Man of the Year was Randy Frollo and
Chapter of the Year honors went to Bassmasters of New England.
Congratulations to both.
New Business; The news letter will be out by
April. The 96 by-laws will be out at the march meeting.
Club rosters and dues are due before the April
meeting so please get them in early.
Richard Hartley will be at the March meeting.
Terry Tilley was at the meeting to show the
directors a new software to kept track of club points etc.
Two representatives of Vellucci Insurance Agency
were at the meeting and gave the Directors information on how the
members of the clubs can save on their insurance. See your directors
or for more information or call Fel Medeiros or Peter Velluci at
617-492-4150.
The new Bass Bets 2 is out. Ted Ancher will
be at the March meeting with the new addition. As usual, Ted will
give the Federation Clubs a discount. Clubs buying 10 or more will
save $3. Normal cost is $14.95, it will cost clubs $11.00 if you
purchase 10 or more.
There will be a Tournament Committee meeting
before next months Directors meeting.
There will be a State Team meeting at 6:00 P.M.
before the March Directors meeting. This is a mandatory meeting. Be

JUNE 1996 DIRECTORS MEETING
Meeting called to order at 7:35 P.M.
Roll call. Missing were Beast Masters, The
Grubs and Hampton County.
Secretaries Report; Motion by Tri Valley,
seconded by Totem Pole to wave the reading of the minutes. Motion
passed.
Treasures Report; Bob read his report and
listed all the bills. Motion by River Rats, seconded by Tri Valley
to accept Bobs report and pay all bills. Motion passed. Johnny Nee
announced that Bobs books had been audited and were found to be
flawless. Good job Bob!! Not that we would have expected anything
different.
Conservation/Natural Resource Officers Report;
Bob handed out his report. One added item to his report is that Jack
Sheppard will be at next months meeting to answer any questions we
have about the Public Access Boards activities and land use
agreements.
Youth Report; Wayne was absent, Paul LeBlanc
gave his report. The Federation Youth Tournament is August 11th at
Webster Lake. See your Director for an entry form. There will be a
Casting Kids contest at the Youth Tournament from 9 to 2 at the
ramp. Donations are needed for the Tournament. Please let Wayne know
if your club is going to donate.
Travel Guide; Bill Breach announced there
will be a meeting for this years Travel Guide at 6:00 P.M. before
next months meeting. Anyone interested in helping please attend.
Tournament Report; Shaun Scott reported there
was 29 boats at the Hudson River Out of State Tournament. It was won
by Jeff Kenny and Brian Fitzgibbon weighing in 18.88 pounds worth
$2200. The next Open Trail Tournament will be on Bartons Cove on
July 21. This is considered an in state site and will be shut off to
all participants and Federation members starting Tuesday midnight
prior to the tournament. Ernie Anelunde reported on the Instate
Trail Tournament on Mashpee. It was won by Pete Demoya and Paul
Veazie with 17.62 pounds netting the team $560.00. The next Instate
Trail Tournament will be July 21 on Webster Lake. Launching will be
from Memorial Beach only. There will be a $10 launch fee.
Keith Kline reported that the Big Bass Tournament
on Mashpee will be October 6th and entries will be accepted till the
July meeting. Keith also reminded all clubs that the Benefit
tournament will be held on Webster Lake on September 29th. All clubs
are required to donate $25 to the benefit.
Tournament Committee Report; Johnny Nee
report that he has sent a letter to the heads of Military North and
East, ABA and NEBCO about trying to arrange our schedules to allow
our members to fish all the trails.
Johnny also told the Directors that the
Tournament Committee had clarified the rule regarding who should get
trail points. Both members of a trail team have to be members of
Mass Bass Federation to qualify for points.
All Open Trail teams should take notice that
the TOC has been changed from Squam to Winni at Center Harbor.
All club 8 man team lists must be in to Paul by
August 9th. There is a form attached to these minutes and it
must be filled out completely and accompanied with a check for $40
registration fee per team member. If any information is missing or
no check is sent your team will not fish. You will also be required
to list 2 alternates. Any changes beyond the 2 alternates will
require an additional $40 per change. If anyone wishes to be
listed as an extra boater for the fishoffs with the possibility of
moving from non-boater to boater, please make a note on your clubs
entry form. Lunker fees will be collected at the ramp the morning of
the first day of fishing.
All participants at the fish offs are required to
have both a New York and a Vermont license.
Don’t forget your club must have completed a
youth activity or an environmental project before the Fish offs to
be eligible per the by-laws. You may use one from last year if you
have completed one.

available at the Fishing Tackle Annex in Hudson, the phone number is

Old Business; The Scholarship Committee has
decided to give two scholarships this year. One will go to Erica
Percival the daughter of Dean Percival who is a member of The Cajun
Club and Green Water Wizards. Erica plans on attending Boston
University. The second is going to Shawn Guilfoil who is a member of
Tri Valley. Shawn plans to study to be a fisheries biologist at the
University of New York. Congratulations to both. We are hoping to
have both recipients at next months meeting.
New Business; Next month we will start
accepting By-Law changes. You can turn in all By-Law changes in
July, August and September. Your director was given a form in their
by-laws. Make sure you follow the instructions on the form
carefully. If you can send it to me in a reasonable time I will make
copies for all the clubs, if you bring it to the meeting bring 45
copies one for all the clubs and officers.
It was suggested that all people nominated for
office write a brief article about themselves to be printed in the
Federation News Letter.

One other note of importance, one of our
Federation members was burned severely. John Ogar Jr. was burned in
an electrical fire a couple of weeks back. He is currently
recovering at Braintree Hospital. Please send him a get well card if
you can at either the Braintree Hospital 250 Pond St. Braintree
02184 Room 3333B or at Johns home at 303 Cox St. Hudson Ma 01749. We
all wish John a speedy recovery.

MARCH 1996 DIRECTORS MEETING
Meeting called to order at 7:35 P.M.
Roll Call. Missing were Assebet Valley, Cape
Cod, Cajun, Eastside, Water Demons. There is another new club who
has joined the Federation it is Blackstone Valley Bass Anglers.
Secretary's Report; Motion by River Rats,
seconded by Green Water to wave the reading of the minutes. Motion
passed.
Treasure's Report; Bob read his report and
listed the monthly bills. Motion by Tri-Valley, seconded by River
Rats to accept Bob’s report. Motion passed.
Conservation/Natural Officers Report; Bob
Parker handed out his report. Rich Hartley from Mass Division of
Wildlife came and spoke to the Directors on deflating the air
bladders in bass. He gave the Directors a hand out showing suggested
ways of do this. See your Director for a copy its worth reading.
Todd Richards also with Mass Fish and Wildlife spoke on planting
structure. The Fish and Wildlife will help you obtain a permit and
supervise the project. You can contact Bob Parker for more
information.
Youth Report; The Casting Kids finals will
happen before you get these minutes. There will be 22 kids
competing. Good luck to all.
Tournament Committee Report; Mike Keane was
named as Public Relations Liaison. He will help the Vice President
in locating Tournament sites, securing parking at these sites. Find
Hotels and other needed things to host Federation tournaments. He
can also find other locations that will give the Federation money
for holding tournaments at their locations, such as the Hudson did.
The Headquarters for the Hudson River will not be Pleasant Acres.
The registration will be at the ramp in the morning. There was some
question about the motion passed by the Directors last month so I
will write it here again so it will be understood. The motion was to
exempt any member of the Federation who belongs to another
Federation that fishes a Federation event on the same body of water
on the same day as Mass Bass Federation from any penalties. This
question arose because Rhode Island will be fishing on Champlain the
same day as Mass Bass in August and the question came up as to
whether there would be a problem with anyone who fishes the R.I.
tournament that belongs to Mass Bass, as you can see this ruling
allows this. The Tournament Committee has passed the following for
the 1997 fish-offs. Club State fish-off teams will be as follows;
clubs with up to 7 members will be allowed a two man team, 8 to 16
members will be allowed a 4 man team, 17 to 25 will be allowed a 6
man team and 26 and over will be allowed an 8 man team. Don’t
forget the benefit tournament on Webster Lake April 28th at Memorial
Beach for our Regional team. Don’t forget your Insurance papers
for the up coming tournament season, you must supply a new
copy each year to the trail director, and you will also need a copy
to fish the benefit. Remember "no Insurance
paper" "no fishy".
Old Business; Paul Dailida passed out this
months news letter to the Directors. Good job done by all involved.

up coming news letters can do so by contacting Paul or John Nee.
Prices are $15 for 1 month or $75 for the year for a business card
size ad. Any clubs with info they wish to publish can contact Paul
or John.
New Business; John asked for volunteers to
look into tee shirts for the Federation to sell to raise money. John
Magliano, Joe Costa and Joe McKinnon all volunteered to get a price
and design. There was several nominations for the Benifituary for
the September Benefit tournament. They are as follows; Mass division
of Fish and Wildlife warm water Biologist, Public Access to build a
dock at Wattuppa and 50% to Memorial Beach Restoration fund and 50%
to Webester Lake Boys and Girls Club. More nominations will come
next month.

second month in a row. Not to fear though all your donations were

meeting about a new possible series of articles the Herald is
working on about some of our problems with access to lake and other

NOVEMBER 1996 DIRECTORS MEETING
Meeting called to order at 7:30 P.M. by
new President Jim Marino.
Roll Call; Absent were Berkshire County and
Hampton County.
Secretaries Report; The updated and accepted
1997 bylaws were handed out to all the directors that were present.
Directors should make copies for all the members of their club.
Motion by Norumbega, seconded by Green Water to accept and wave the
reading of the minutes. Motion passed.
Treasurers Report; Bob was not at the
meeting. Motion was made to wave the reading of the Treasurers
report till the December meeting when Bob will be there, also to pay
all outstanding bills. Motion made by Tri Valley, seconded by East
Side. Motion passed.
Conservation/Natural Resource Officer; Dean
Percival was asked about the money spent by the CCC and what it was
spent on. He told the Directors that he asked for a money break down
from the state but it would cost about $100 to get the report.
Motion made by Rod Jockeys, seconded by Totem Pole to get the report
no matter the cost. Motion passed. Dean talked about his meeting
with the Public Access Board over Mashpee. Things went well and he
hopes all the problems will be worked out. Mike Keane reported that
New Hampshire Fish and Wildlife is going to make some change in
creel limits in 1998. It appears that the limits are going to change
to the following. Ice out till May 1st 2 fish, May 1 till June 14th
catch and release only, June 15th to ice in 4 fish. Mike ask if he
should express an opinion when asked at the next meeting with the
N.H. Fish and Wildlife. The Directors felt that Mike should support
the N.H. fishing organizations on what ever decisions they make.
Youth Directors Report; Ernie reported that
there will be 2 Casting Kids contests at both the Boston and
Springfield shows. At the Springfield show Saturdays contest will be
run by North East, and Sundays will be run by Cajun Club. In Boston,
Saturdays contest will be run by Tri County and Sundays by Eastside.
Dates on the shows will be forth coming. Tri Valley will be holding
a Casting Kids Feb. 16th, 1997 at the Upton Town Hall. There was a
motion made by Bristol County, seconded by Norumbega to give Emily
Novac one of our casting Kids from this past year a jacket. Motion
passed.
Tournament Committee Report; Ed Kraus
declined his election to the Tournament Committee. President Jim
Marino named Scott Gordon to take Ed’s place, Scott had the next
highest vote total in the election. The Tournament Committee meet
Sunday Nov. 17th for 5 hours to revise the Federation Trail
tournament rules. It was felt that the Committee could get more
accomplished meeting on Sundays were there would be no time limit as
to the length of the meeting or distractions from people coming into
the Directors meeting. Your club directors were given a copy of the
updated Trail Tournament rules. Please make sure that every member
of your club gets a copy and fully understands these rules. In the
past few years I do not remember any club coming to a Federation
meeting asking about a tournament rule, but we constantly have
members saying that they do not understand a rule or believe the
rule does not include them when it does (the shut off rule for trail
body’s of water). Each club should take a club meeting some time
between now and the start of the tournament season and go over each
rule one at a time, and if there is any questions please bring them
to the Tournament Committee to explain the rule or answer any
question your club may have. The date for the state fish offs is set
for September 6th and 7th at Winnipesaukee. We will be launching out
of Silver Sands. Anyone needing a room or club wanting to book rooms
at Silver Sands should contact John Magliano, the Federation has
booked the whole hotel and John will be handling the reservations.
The Big Bass Tournament will be run October 5th site to be
announced. The Tournament Committee will be sending out a
questionnaire similar to the one you got two years ago in regards to
changes or suggestions you would like to see on the trails. Please
forward any suggestions to any member of the Tournament Committee
for the December meeting so we can consider them for the
questionnaire.
Travel Guide; Club write-ups are due now, you
must have them in no later than December 10th the date of the next
Federation Directors meeting. You can get a 20% discount on any ad
submitted for the Travel Guide till December 1st, all ads must be in
by December 10th, that is the absolute last date you can put in ads,
write-ups or articles. Remember all ads or write-ups are printed at
the discretion of the Federation President. Any ad or article that
the President does not believe is in good taste or does not coincide
with the beliefs of the Federation will not be printed. To reach

Banquet Report; Bob Parker reported that Ray
Scott will not be at the banquet, Don Cochran will be here. Don’t
forget the date is January 31,1997 at he Holiday Inn in Marlboro.
Tickets are $25 per person. If you want to stay at the hotel the
night of the banquet call and tell the hotel you want a room in the
block of rooms reserved for the Federation. If you want tickets you
can get them at the December 10th meeting or call Bob. Please make
all checks out to "MASS BASS".
Old Business; The question arouse about
whether the Federation wants to continue to print a by-monthly news
letter. Jim Marino would like find someone to run it next year. It
is believed that Paul Dailida still wants to produce it but we need
to find this out before we can make a decision. A question arouse
about the out come of the by-laws change votes. Jim Marino made a
decision that the Directors were of the belief that the by-law was
deleted in it entirety and that the by-laws as printed for 1997 and
handed out by the Secretary would stand as printed.
New Business; Bob Perkins told President Jim
Marino that the dues for 1997 should be $20. The dates for the up
coming shows will be printed in the December minutes. Anyone
interested in working the Boston show should contact Paul LeBlanc.
Tiny LaFontaine video taped the fish-offs at Champlain, copy’s of
the finished product and the uncut version will be for sale for $10
each. I saw the finished copy and it came out very good. There was
talk that the Federation would show the video at the upcoming
sportsmen shows. Contact Tiny for copy’s at 617-935-2480 or at the
upcoming meetings.

It was reported Dave Mandatory President of Totem
Pole has taken ill. I’d like to wish Dave a speedy recovery. We
all want to see him on the water in 1997.

JANUARY 1996 DIRECTORS MEETING
Meeting called to order at 7:30 P.M.
Roll call; Absent were Beast Masters, Fall
River, Rod Jockey’s. New England Hawg Masters has left the
Federation.
Secretaries Report; Report accepted as
written.
Treasures Report; Bob’s read his report and
listed the bills. Motion by Green Water, seconded by City Bass to
accept Bob’s report and pay the bills. Motion passed. Bob read his
proposed 1996 budget. Motion by Wildside, seconded by Mystic Valley
to accept the proposed 1996 budget. Motion passed.
Conservation/Natural Resource Officer; Bob
passed out his report. There was one item brought up from the floor.
It was brought up that in the bill to ban leg hole trapping there is
language that will change the rules to be eligible to be on the Fish
and Wildlife Board. Currently you have to have held a sporting
license for the past 7 years to be eligible. The bill will not
require this. There was a motion by Green Water, seconded by Cajun
Club to donate $1000 from the legal fund to The Citizen Conservation
Coalition who is fighting this bill. Motion passed.
Youth Report; Wayne was absent. John Nee
named Paul LeBlanc as Wayne’s assistant. There will be 3 Casting
Kids contests in the next month. January 27 from 12 to 3 P.M. in
Bellingham at the Stallbrook school. Sponsored by Tri
County/Eastside. February 10 from 11 A.M. to 1 P.M. at The Sports
Authority at the old Worcester Galleria. Sponsored by Worcester
County. February 18 from 1 to 3 P.M. at Upton town hall. Sponsored
by Tri Valley.
Tournament Report; Paul told the Directors
that Sebago Lake has fallen thru as a site for the fish-offs. The
1996 fish-offs will now be held on Lake Champlain at Ticonderoga.
Paul will get housing info and the phone number to get permits and
will have this info at the next meeting. There was a discussion as
to the problems the Tournament Committee is running in to trying to
get Tournament sites for the trails and the fish-offs. With every
other organization scheduling their tournaments earlier than ours we
are at loss to find adequate sites. There was a motion by Green
Water, seconded by Buzzards Luck to suspend Bylaw article 1 ,
section 2, J. Motion passed 30 to 1. This will allow the Tournament
Committee to set our 1997 schedule now rather than wait till
November. The Committee hopes to have a site for the fish-offs to
the Directors as early as next month. Green Water will be running
the 1996 benefit at Webster lake September 29. The fliers are out
for the 1996 Big Bass Tournament which will be held on
Mashpee/Wakeby on October 6 1996. This will benefit the Regional
Team travel account. Please take notice of the following date
"August 9, 1996". This is the date your 8 man team lists
must be to Paul Dailida. No excuses!!!!
Old Business; The Travel Guide is at the
printers. A standing ovation for Bill Breach for this one. It will
be ready for the shows. Everyone who worked on it deserves a pat on
the back. The Federation will be starting to sell advertising space
for its bimonthly news letter. This will go out to all 800
Federation members. Anyone interested should contact John Nee, Paul
Dailida or Joe McKinnon. The Chapter of The Year vote will be done
by Paul Dailida due to conflict with John Nee belonging to one of
the finalists. The finalists are Bass Masters of New England, Tri
County and Tri Valley.
New Business; There was a new club
introduced. Classic Bass Anglers. There was a vote on associate
membership. Motion by Green Water, second by Central NE to allow
associate members. Motion passed 23 to 5. Motion by Green Water,
seconded by River Rats to set their dues at $20.00. Motion passed 23
to 0.

JULY 1996 DIRECTORS MEETING
Meeting called to order at 7:30 P.M.
Roll Call; Only one club was absent The
Grubs. The Grubs have missed three consecutive meetings and are in
violation of the by-laws. The club should contact President John Nee
to straighten out this problem.
Secretaries Report; There was one correction
to the June minutes. You can only make one change to your 8 man team
till August 20th then any change after that will cost you $40 for
each change. I had reported you could make 2 changes. Motion made by
Green Water seconded by City Bass to wave the minutes of the June
meeting. Motion passed.
Treasurers Report; Bob passed out and read
his report and listed all outstanding bills. Motion by River Rats,
seconded by Bristol County to accept Bobs report and pay all the
bills. Motion Passed.
Conservation /Natural Resource Officers Report;
Bob read a brief report. Jack Shepard could not attend this months
meeting but hopes to be here next month.
Youth Directors Report; Wayne Ellis was not
able to attend the meeting due to a death. Paul LeBlanc read a
report for him. Don’t forget the Youth Tournament August 11th at
Webster Lake. Donations are still needed. Anyone interested in
bringing there boat to take out a youth contact Paul or Wayne.
Scholarship Committee; The two recipients of
this years scholarships were in attendance. Erica Percival and Shawn
Guilfoil thanked the Federation Directors and received a round of
applause. Congratulations to both!!
Tournament Committee Report; The Directors
voted to send the Citizen Conservation Coalition a Donation of $2000
which should be their share of the Benefit Tournament in September.
The Directors felt that they could use the money now as they are
currently shooting commercials which are very costly. The Big Bass
Tournament entry deadline has passed. Keith Kline was not in
attendance, Bob Jones gave his report. Bob also reminded the
Directors that their clubs must have their $25 donation in at the
same time as their 8 man team August 9th. If you need a New York
or Vermont license call Jack Wisuri at the Fishing Tackle Annex for
a Vermont license. There are two tackle shops in Ticonderoga for a
New York license. There will be a raffle at the Fish offs to benefit
the Federation news letter. There will be a Tech 5 keel guard and a
Lowrance X70 plus more raffled off. Tickets will be $5 each or $10
for three. You can buy tickets next month at the Directors meeting
or at the Fish Offs. You can register at the Fish Offs and pay your
Lunker fees Friday night 7:00 to 8:30 P.M. at the Super 8 motel in
Ticonderoga. If you don’t get there you can also register at the
ramp in the morning.
Old Business; There were three by-law changes
handed in 2 from Bob Parker and 1 from John Crookes. There will not
be enough room to send them out with this months minutes, so I will
hand out copies at the August meeting. I would like to reiterate the
point that if you send me your by-law change within reasonable
time, I will make copies for all the directors. If you bring
a by-law change to the meeting, you must supply copies for all the
Directors and Officers.
New Business; "Man of The Year"
nominations opened and here were 5 nominations. They were as
follows.

Federation meeting. This change has been made to help our clubs
get a leg up on other organizations competing with us for sites.

AUGUST 1996 DIRECTORS MEETING
Meeting called to order at 7:30 PM

Secretary’s Report; Reading of the minutes
waived.
Treasurer’s Report; Bob read his report and
listed the bills. Motion by Eastside, seconded by Totem Pole to
accept his report and pay the bills. Motion passed.
Youth Report; There were 59 kids at the Youth
Tournament. It was a smashing success. There was also a casting kids
contest held.
Environmental Report; Bob handed out a copy
of his report. Jack Sheppard and Dick Murray were at the meeting and
spoke to the directors involving the ramps and the EPO’s. See your
directors for this information. Mike Keane was absent. Bob Parker
collected the tournament schedules in his absence. Any one wishing
to send theirs can either send it to Mike Keane or bring it to the
next meeting.
Tournament Committee; The TOC for the Out of
State trail will be October 12th and 13th at Winni. Launching will
be out of Silver Sands. There will be a $150 double-up at this
tournament. If you are interested see John Nee at registration. The
In-State trail TOC will be held October 13th at South Watuppa. Don’t
forget the Benefit Tournament on September 29th at Webster Lake.
Also don’t forget the Big Bass tournament for those who are
registered. At the Big Bass tournament all clubs that have 1 to 10
entries may send 1 person, 11 to 20 may send 2, 21 and over may send
3. Remember all participants must have applied before the July
meeting. No substitutions!!!! We will be checking.
Old Business; There were several new by-laws
passed out. Your Directors should have copies. Some will have to be
rewritten as they do not comply with BASS rules. Don’t forget that
you have until the September meeting to get by-laws in. There was
one more nomination for Man of the Year. That was Steve Holmes for
saving two lives on Bartons Cove and one on Dale Hollow Reservoir.
Apparently, two women in a canoe flipped over on Bartons Cove and
Steve and his partner, Gitzit Brown, pulled the two women out of the
water. At Dale Hollow, his fishing partner passed out and fell in
and Steve had to jump in 10 ft of freezing water to pull him out.
Good job Steve!!

I would like to apologize for the minutes being
so late as this was a short month and I was at Ticonderoga on
vacation and at the fish-offs.
Speaking of the fish-offs. I would like to
personally thank all the workers on both days for doing a fantastic
job. Both days my partners were not able to park my rig and the
workers jumped right in and did it. Then I found out they did the
same for all the boaters who were alone. They also backed the rigs
in and hooked up our boats on the way out. Great job done by
all!!!!!

Bob Parker was unable to attend the meeting in his absence Dean

there was no report.
Tournament Report: The Regional Team for 1996
finished a disappointing 10th. Mike Tamburrello beat out Paul
Smintana for the right to represent Mass in the 1997 BASS Wrangler
National Championship in April. Congratulations Mike!!!! The Benefit
Tournament was won by John Tucker and Keith Kline. Paul Smintana
bested the field at the Big Bass Tournament. At the Instate
Tournament of Champions at Wattuppa Al Farland and Paul Ganczarski
beat out the other 23 boats to claim the Championship Title. The Out
of State Trail was won by Bill Allen and Rand Namath topping the
field of 19 boats. Congratulations to all the winners!!!

The 1997 State Fish-Offs will be held at Winni
out of Silver Sands. Contact John Magliano for rooms at Silver
Sands. The Federation has booked the whole hotel and John will be
handling the reservations on a first come first serve basis. The $25
paid to the benefit at the fish-offs will now be paid with the
annual dues. It has been decided that due to a lack of participation
there will be no September Benefit Tournament. The money collected
will be donated to a charity of the Directors choice. The dates of
the 1997 Toc’s has been changed to the Last weekend in September
due to the cancellation of the Benefit Tournament.
Travel Guide: Bill needs all club write-ups
and article as soon as possible to help get the Travel Guide in
order for printing. Please try to remember them for the November
meeting.
