MASS BASS FEDERATION

NOVEMBER 1998 MEETING

Meeting called to order at 7:30 P.M.

 

Roll Call: Missing were Bassmasters of N.E., Charles River and Cochituite.

 

Secretary’s Report: Motion by Watch City, seconded by Worcester County to wave the reading of the minutes. Motion passed.

 

Treasures Report: Dean read his report and listed all bills. Motion by Greenwater, seconded by Rod Jockeys to accept Deans report and pay all bills. Dean submitted the 1999 budget. After some discussion it was accepted and dues were set at $25 for 1999.

 

Tournament Report: The Tournament Committee brought back to the directors the change of dates for the Championship. August 11 and 12 were suggested as the Directors but voted down the new date. The committee will have a new date or location next month. The Committee had two rule changes that were accepted by the Directors.

 

Conservation Report: Dean reported that a ramp cleans up would not be used to approve your club for the Championship.

 

Youth Report: John needs the names of all the Casting Kids winners from any contests conducted since the last championship at Gauch Brothers. John reported that he would not accept a club taking their own kids out fishing as a youth project to qualify for the Championship.

 

Scholarship Report: Bob Jones resigned as Chairman. Bob did an excellent job and deserves a lot of credit for getting the scholarship program going. Bob will be missed. John Crookes will sell the tickets till a new chairman can be found.

 

Newsletter Report: Paul reported that he needs articles for the next newsletter.

 

Old Business: The drawing for the right to purchase a Mercury motor a about half price will be held in January or February. Tickets will be $100, see your Directors for details.

 

New Business: Club yearbooks are due at the December meeting.

There will be Tournament Committee meeting December 13th at 5:00 P.M. at the Gun club.

 

The two Rule Changes made by the Tournament Committee are as follows.

 

Rule # 25 has been deleted.

 

Rule #4 has been changed to the following

 

At all Federation Tournaments except opens the tournament waters will be off limits to all contestants starting midnight Tuesday prior to the tournament until the start of the tournament. However for Federation members not participating in the tournament the tournament waters are off limits during official tournament hours. The penalty for an infraction of this rule is a one-year suspension from the Federation. For 30 days prior to and during the tournament a competitor can not be on the water with a known guide or local expert. You must obey all state fishing regulations.

 

MASS BASS FEDERATION

AUGUST 1998 DIRECTORS MEETING

 

Meeting called to order at 7:35 P.M.

 

Roll Call: Missing were Assabet, Metro West.

 

Secretary’s Report: Joe read the minutes. Motion by Buzzards seconded by Worcester County to accept the minutes as read. Motion passed.

 

Treasurer’s Report: Dean will read his report next month.

 

Tournament Report: There were 53 boats at Winni, which made for a very successful tournament season. John Magliano wanted to thank all of those who supported the Federation Tournament Trail and we hope to see you back in 1999. A full list of the winners for the tournament will appear in the next Travel Guide. The winners of the tournament were Steve Marshall and Mike Tamburello. With the win they sealed Anglers of the Year for the 1998 season. Congratulations to both. Second place for the year went to Joe McKinnon and John Sampson. Third place went to Alan Kaprelian and Larry LaFlamme. First place earned three free tournaments for next year. Second place earned two free tournaments for next year. Third place earned one free tournament for next year. Congratulations to all!

 

Youth Report: Wayne reported that there were 57 kids at the youth tournament. A good time was had by all but there seemed to be a lack of prizes for the tackle packs. There was a motion by Classic, seconded by Green Water to make every club donate $50.00 before next years youth event. Motion passed.

 

Scholarship Report: Bob reported that this month was the largest 50/50 drawing yet with somewhere around $150.00 going to the winner.

 

NewsLetter Report: Paul said that he needs to start getting in club write-ups they are due by the October meeting. It should be 125 words or less and should be typewritten.

 

Banquet Report: Don’t forget that the banquet is November 28, 1998 at the Riverside Gun Club. The menu is all you can eat roast beef and chicken. The committee is looking for donations for the raffle. If any club would like to donate, it would be greatly appreciated. If you know of any business that may be willing to donate, please let Joe McKinnon know.

 

Old Business: There were no new by laws. September is the last month to turn in new by law changes. The Federation will be looking into purchasing a trailer before the fish-offs.

DECEMBER 1998 MEETING

 

Meeting called to order at 7:35 P.M.

Roll Call: Missing were Assabet Valley, Cochituite, Greenwater, Mystic Valley, NorthEast, Totem Pole and Worcester Bass.

Secretary’s Report: Due to computer problems the November minutes were not mailed. The secretary is currently putting together a new data base for mailing so be sure to give the Secretary the officers form passed out at the December meeting. The Secretary read the November minutes. Motion by City Bass, seconded by Tri County to accept the minutes.

Treasures Report: Al handed out his report and listed all out standing bills. Motion by Clear Water, seconded by City Bass.

Conservation Report: Dean was absent but Jim handed out his report.

Youth Report: John is looking for help for the Worcester shows Casting Kids contest and Path Ways to Fishing. See John for more information. John will be coming out with guidelines for ways your club will qualify for the Championships by having a Youth event.

Scholarship Report: Dean will act as Chairman till a replacement can be found.

Newsletter Report: Paul is looking for articles for up coming issues.

Old Business: The Boston Show booth will be run by Plymouth Rock with Bristol County running a Casting Kids contest Saturday and East Side running one Sunday.

The Mercury Motor drawing will be held at the February meeting. Tickets are $100 (non-refundable) for a chance to buy a motor at about half price. There will be a price list included with your minutes so Directors be sure and tell your members about this opportunity.

There were two club yearbooks passed in at the November meeting.

New Business: Dues are due at the January meeting along with two updated rosters.

The 1999 Regional team passed out entry forms for the Big Bass tournament so make sure your members get a copy and sign up ASAP.

The Regional Team will run the Ranger Millennium tournament.

Tournament Committee Report: Motion made by the River Rats, seconded by Bare Hill to suspended the last line of Article 5, section 2, A, #1. The Committee’s decision on all schedules and rules must be approved by a simple majority vote of the Board of Directors. Motion passed 28 to 4.

The Tournament Committee recommended that the Directors accept the change in the date to August 14th and 15th in 1999 for the State Championship and it be held at Mallets Bay Area as was voted by the Directors in June. There are many reasons to numerous to write. The Directors were given a detailed explanation and should relay it to their members. The ramp we are looking to use is currently being built just north of Mallets Bay. It is supposed to have 4 or 5 ramps and lots of parking also a new hotel next to it.

Motion passed 28 to 4. The Tournament Committee would like to thank the Directors for their support and trust in passing the motions brought to the floor at the December meeting.

Jim Marino named Pete De Moya to the Tournament Committee. The Directors voted unanimously for Pete.

FEBRUARY 1998 DIRECTORS MEETING

 

Meeting called to order at 7:30 P.M.

Roll Call: Missing were Eastside, East Coast, South Shore and Taunton Bass Masters. Eastside, East Coast and South Shore have missed two meetings in a row and will be sent a letter informing the club that they are in violation of the by-laws and must send a new Director per Federation By-Law Article 2, Section 1B. This letter will be sent to the President and Director of all three clubs by certified mail, return receipt requested.

 

Secretary’s Report: Motion by Norumbega, seconded by Worcester County to accept the minutes as printed. Motion passed.

 

Treasurer’s Report: Dean read his report and listed all bills. Motion by Cajun, seconded by Bare Hill to accept Dean’s report and pay all bills. Motion passed.

 

Tournament Committee Report: The Tournament Committee announced that the May Trail Tournament will be on Webster Lake out of Point Breeze and the June Trail Tournament will be at South Wattuppa. The sponsors will remain the same for the first two tournaments. Please take note of this change!!

 

At the Fish-offs Gauch Brothers is going to pay $1,000.00 towards a banquet on Saturday night. Approximate cost will be $10.00 per person for a sit down roast beef dinner. More information to follow.

 

Contrary to what you may have heard, we are going to be fishing at Candlewood for the Fish-offs. It was reported that there was another tournament at Candlewood that weekend but Mike Keane checked into this and we are the only ones on the water that weekend.

 

Conservation/Natural Resource Officer Report: Dean reported that there are problems again at Webster, something to do with tournaments on the water taking fish out of the back waters. Dean will have more on this at a later time.

 

You will be receiving a letter from North East Bass Anglers either with the minutes or at the next Directors meeting in regards to your support of putting in a dock, handicapped access and repairs to the tunnel into north lake on Congamond. Please take a few moments and do this to help them out.

 

Youth Report: There were 172 kids run through the Casting Kids at the Worcester Show. The winners names will appear on the Web site and in the newsletter. The Casting Kids finals will be held at Gauch Brothers in Shrewsbury on March 21, 1998 from 1:00 PM to 4:00 PM, and any castoffs will be held from 4:00 PM to 5:00 PM.

 

Scholarship Report: Applications are available now. Please have your director contact Bob Jones for an application. They are due in by April 1, 1998.

 

Travel Guide Report: The Travel Guides were delivered to the directors at the meeting. They were available at the Worcester Show. As usual, Bill and Pat Breech did a fantastic job. Not enough can be said for the work that they have put into the Travel Guide the last couple of years. Our thanks is not enough.

 

Newsletter Report: Paul is looking for articles to fill his next newsletter. If you have anything, please get in touch with Paul. We will probably be starting over with the club articles again this year. This will be discussed at the March meeting.

 

Banquet Committee Report: Jim is looking for some new people to join the Committee this year. If anyone wants to volunteer, please let Jim know.

 

Old Business: Thanks go out to Al Grassi, Sheldon Rockwell and his wife for the job well done in cleaning the booth for the shows. Also, we would like to thank Mass Bass Busters for the table they donated for the shows.

 

Jim talked briefly about the problem with our incorporation. He will have more on this next month.

 

New Business: This year there will be a youth raffle. Tickets were given out to the directors. Please sell them at your club meeting.

 

There was a suggestion for next year’s youth raffle give out a $1,000.00 gift certificate to L.L. Bean or Kittery Trading Post as the top prize. It was felt that this would generate more revenue.

 

There were two suggestions on how to run the shows for 1999. They will be discussed in the future.

 

There was a motion by City Bass, seconded by Bare Hill to pay $300.00 for upgrades to the secretary’s computer. Motion passed.

JANUARY 1998 DIRECTORS MEETING

 

Meeting called to order at 7:30 P.M.

 

Secretary’s Report: Motion by Norumbega, seconded by Green Water Wizard to accept the secretary’s report as written. Motion passed.

 

Treasurer’s Report: Dean was unable to make copies of his January report but will have them available at the February meeting. Dean read his report, listed all bills. Motion by Bristol, seconded by City Bass to accept Dean’s report and pay all the bills. Motion passed.

 

Tournament Committee: The State Championships will be held at Candlewood this year. Reservations can be made at the Best Western Berkshire at (203)744-3200. Headquarters will be at Best Western Stony Hill that is about 1/2 mile away from Best Western Berkshire. There has been two floors reserved at Best Western Berkshire. Make sure you mention that you are from the Mass Bass Federation when making reservations.

 

Due to a conflict with Rhode Island at Webster Lake on April 19, 1998, the Federation has moved the Webster Team Open to Saturday, April 18, 1998. There was a motion made by Wachusett, seconded by Northeast to allow the five clubs that are currently fishing that Saturday, April 18, 1998, to be able to fish that day. They will not be held in violation of the by-law that prohibits a Federation club from holding a tournament on the same day as the Federation. Motion passed.

 

The Tournament Committee discussed the possibility of obtaining a trailer similar to the one used in Rhode Island for the tournaments. The Committee voted unanimously that this should be looked into further. The Committee also voted unanimously that there would be an eight fish limit at all New Hampshire Federation tournaments this year. This was also approved by the Directors. Bill Breech has donated from the Travel Guide $100.00 for each trail tournament. To be used for a second place lunker. This will go to the second place lunker team and the team that wins first place lunker is not eligible. If a largemouth wins lunker and there are small mouth caught, it will go to the lunker smallmouth and vice versa.

 

The Regional Team held their 50/50 drawing. There were 487 tickets sold. First prize was $974.00 and went to Ann Marie Hickey; second prize was $146.00 and went to Doris Genduso; third prize was $97.00 and went to Ray Broomheay.

 

Environmental Report: Dean’s report will be printed in the Newsletter and should be on our web site. Dean also reported one thing that was not in his report was that Vermont is having a zebra muscle problem. They are looking to take steps to try to slow the spread of the mussels. We will have more on this later. Johnny Nee reported that they are currently trying to pass a bill to allow hunting on Sundays in Massachusetts. Mike Keane would like anybody making changes to their tournament schedules, to give him a call so that he will know about it. Mike also has new creel census forms, if you need a form please let Mike know.

 

Youth Report: There will be a Casting Kids contest on February 8, 1998 at the Worcester show. Time will be 10:00 AM to 6:00 PM. There was a problem at the Boston show. We were shown in the show guide to be holding a Casting Kids contest on both Saturday and Sunday. Both clubs running the show for the Federation knew nothing about this and had no Casting Kids kits to run the contest. Steps will be taken in the future to stop these problems from arising. Louie Bernardo got up and talked to the Directors. He told the Directors that he was very disappointed in the condition of the booth and the fact that no one had told his club about the Casting Kids contests. His club would have been more than willing to run the Casting Kids contest. Plymouth Rock reiterated the same information.

 

There was a motion by Wachusett, seconded by Metro West that every club must send a representative to the Worcester show on Sunday, February 8, 1998. To help run the Casting Kids and the Pathway to Fishing. If you do not you will not be able to fish the fish-offs in 1998. Motion was defeated. Jim Marino asked for volunteers to help with the Casting Kids at the Worcester show. The same people who always volunteer to do everything in the Federation of course volunteered to do this again.

 

Scholarship Report: Scholarship applications are available, you can see Bob Jones at the next meeting to obtain a copy. Please remember it must be in by May 20, 1998.

 

Travel Guide: The Travel Guide is at the printer and of course it ran in the black again this year. Thanks to the usual great job by Bill Breach.

 

Newsletter Report: Paul handed out another newsletter. Do not forget to get your articles in for next month’s newsletter. There was a motion by Bassmasters of New England, seconded by Mass Bass Busters to pay $297.00 for an upgrade for Paul’s computer and some software needed to do the newsletter. Motion passed.

 

Web Site Report: Do not forget to go and look at the Federation web site at www.netmariner.net. Another site to check out is www.mdbass.com. This is the Maryland Federation and has a lot of links to other Federations. Jim named a new Committee strictly to handle the web. They are Joe McKinnon, Dave Sullivan, Dean Percival and Ron Erickson. There was a motion by City Bass, seconded by Taunton to pay the extra charge of $10.00 per month to Netmariner to support the extra pages on our site. Motion passed. Please go check out Netmariner so that a decision can be made if we want to stay at 50 pages or go back to 10. If we stay at 50 pages it will cost us an additional $2500 to buy the added 40 pages.

 

Old Business: Jim and Dean looked into incorporating. They will have more on this later. There was a motion by Assabet, seconded by Cajun for Bare Hill to spend up to $500.00 on materials to clean and fix the Federation booth for the Worcester show. Motion passed.

 

New Business: Motion by Boston Bass, seconded by Wildside that the dues for all regular clubs will be due no later than the March meeting and all new clubs will be given till the April meeting. Motion passed.

 

Motion by the River Rats, seconded by Bare Hill to purchase new banners for the Federation with the new logo on them. Up to $400.00 can be spent. Motion passed.

 

Motion by Boston, seconded by Bare Hill that the Federation buys Joe McKinnon the computer program Video Editor 200 to produce the Federation videotapes for use at the shows. Joe can keep this after he makes the tapes. Motion passed.

For the Good of the Federation: The Regional Team would like to thank all of those who helped sell tickets for the 50/50 raffle. The Team was also very disappointed that only 487 tickets were sold and there is over 700 members in the Federation. It is obvious that the Directors are not even trying to help the Team because very few clubs who do not have a member on the team sold any tickets. This is very disappointing to all those on the Team who have supported everyone else in the past. Remember it is your Federation and it is only as good as you make it!!!

Tournament Committee Report: John Magliano told the Directors that the Trail was rolling along. There were 53 boats at the Winnisquam tournament. He also reported that the raffle was doing very well. Don’t forget that the next Trail tournament is on Winni out of Lee Mills on August 16th.

 

Environmental: Dean reported that there have been problems on Congamond with the ramp he will be looking into this.

 

Youth Report: Wayne was absent. Bill Breach said that Wayne needs boats and donations for the Youth tournament. He also needs Kids, as of the July meeting he only had a handful of entrants.

Paul also reported that he was in need of a new printer because he could not get good resolution for pictures out of the one that Federation had bought previously. North East will run the booth at Springfield with North East running a Casting Kids Contest on Saturday and Cajun running one on Sunday. The Federation is going to run Casting Kids and Pathways to Fishing at the Worcester show. We are still looking for someone to run the booth.

There was a motion by Classic Bass, seconded by Mystic Valley to have 10 paid workers and the fee would be $100 per club and that Dean Percival will be the head worker for the Championship. Motion passed 25 to 4. The $100 is due in at the August meeting.

 

There were no by-law changes turned in. Don’t forget nominations for Officers and by-laws changes are due next month.

JUNE 1998 DIRECTORS MEETING

 

 

Meeting called to order at 7:30 P.M.

 

Roll Call: Missing were Charles River, Cochituite Bassmasters and Northeast.

 

Secretary’s Report: Motion by Watch City, seconded by City Bass to accept the minutes as written. Motion passed.

 

Treasurer’s Report: Motion by Green Water, seconded by Wildside to accept Dean’s report and pay all bills. Motion passed.

 

Conservation/Natural Resource Report: Dean gave a brief summary of his report that will appear in the newsletter.

 

Youth Report: Wayne handed out fliers and reported that he does need boats and donations from clubs so please give him a call if you are available to help him out at the Youth tournament.

 

Newsletter Report: Paul was absent but sent newsletters for the clubs. Paul sent a message that he needs reports and articles for the next newsletter.

 

After much discussion there was a motion by Tri County, seconded by Green Water to send the newsletter first class to every member of the Federation. The motion passed.

 

Old Business: The new incorporation is rolling along. All the paper work should be done by the July meeting.

 

The 1999 State Championship will be held on Lake Champlain at Mallets Bay. The two backup sites will be Winni and Sebago.

 

New Business: There was a motion by Tri County, seconded by Bristol County to purchase two Lowrance units. One for the Youth raffle and one for the banquet. Motion passed.

 

Tournament Committee Report: The Federation tournament on South Wattuppa was a success with 50 boats attending. The weights were a little low but almost every team managed to weigh in fish. Chip Servant and Paul Kinney won the tournament. Congratulations to both! A full report will appear in the next newsletter.

 

There was a suggestion by the Tournament Committee to set the fee for the State Championship at $60 per person. There was a motion by Wachusett, seconded by Wildside to accept the Tournament Committees suggestion. Motion passed.

Do not forget that your 8 man team lists are due back by August 1st. You must name your alternates and write on the sheets if any non-boaters in your club want to be boaters. If your club plans on sending less boaters than non-boater you must let us know. Please send your money along with your list. Your club will receive a notice on all other important items about the Championship as it gets nearer.

 

There was a meeting of the Tournament Committee on June 23rd to discuss the workers and who would be running the Championship. It was decided after much discussion that instead of the clubs sending workers that we would hire 10 paid workers to run the Championship for us. The cost will be $100 per club and should be paid at the time you send in your 8 man team list. The cost to each member of an 8-man team is $12.50. If you have any questions call the Secretary at 781-647-5288.

 

If anyone would like to be one of the paid workers call Dean at 508-366-2030 days or 508-393-8505 evenings. The pay will be about $400 for the weekend. The list will be first come first serve.

 

Anyone needing to send any thing to the Secretary should note that I have a new Zip code which is 02453-5906.

MASS BASS FEDERATION

MARCH 1998 DIRECTORS MEETING

Meeting called to order at 7:30 P.M.

 

Roll Call: Missing were Cape Cod, Rod Jockey’s and Taunton Bassmasters. This was two meetings in a row for Taunton and they will be receiving a letter from the Secretary.

 

Secretaries Report: Motion by Watch City, seconded by Worcester County to wave the reading of the minutes and accept them as written. Motion passed.

 

Treasurers Report: Dean read his report and listed all the outstanding bills. Motion by Wildside, seconded by Greenwater to accept Deans report and pay all the bills. Motion passed.

 

Conservation/Natural Resource Report: Dean discussed the meeting he and Jim Marino attended in Webster. It appeared to be a case of wanting to question the Federation about what happens to the fish we catch, how many die and how come the fish don’t go up into the pond at the gun club. Dean tried to answer all their questions as best he could.

 

Youth Report: The Casting Kids Finals are March 21,1998 at Gauch Brothers in Shrewsbury.

 

Scholarship Report: Bob Jones handed out the applications for this years scholarships. Don’t forget to ask your Director for one.

 

Travel Guide: There was a motion by Tri County, seconded by Greenwater to take $250 from the Travel Guide account and give it to the Tournament Trail to be used to buy product for raffles at the Tournaments and $250 to be donated to the banquet account for raffle prizes at this years banquet. Motion passed. Jim is looking for a new Travel Guide Director or some ideas on what to do with this years Travel Guide.

 

Newsletter Report: Paul handed out the latest issue to all the Directors. We will be starting over with the articles from the clubs. If your club did not turn in an article last year you will be the first ones to do them this year. Wayne Carlson has volunteered to be in charge of the banners. All clubs will go to Wayne for banners and will return them back to Wayne the next month.

 

Banquet Committee: Jim asked for volunteers to run this years banquet. Joe McKinnon, Dave (The Raffle Man) Sullivan, Brian Rook and Bryan King all volunteered.

 

Tournament Committee Report: There was a motion made to modify Tournament Rule #4 to allow prefishing up to the day of all Trail Tournaments. The motion failed 20 in favor to 11 opposed, it needed to pass by a 2/3 vote and did not. There was a motion to revisit the motion which failed 22 to 10. There was a heated discussion and the Director for Mystic Valley was asked to leave the meeting. There will be more on this at the end of the minutes.

 

The Regional Team passed out the applications for the Big Bass Tournament. The team needs your support, so please sign up people in your club.

 

Old Business: Bob Perkins asked to chair a Committee to look into which direction we should head with the Travel Guide and the Newsletter. Jim appointed Bob to head this Committee.

 

New Business: There was some discussion about clubs holding invitational tournaments. This issue was tabled till next month.

Now for the important things!! The following clubs did not pay their dues and as of this time are not in good standing and are not eligible to send a team to the fish-offs. Bassmasters of New England, Cape Cod, Chelmsford, City Bass, Eastside, Mass Bass Busters, Rod Jockey’s, South Shore, Taunton Bassmasters, Tri County, Watch City and Wildside. Also all clubs with the exception of Cajun, Greenwater, The River Rats and Wachusett have not paid their $25 donation to the Federation benefit fund. The Directors voted all in favor at the January meeting that dues would be due in March. All of these clubs must be paid up March 31,1998 or you will not go to the fish-offs.

 

After the meeting Jim Marino received a call from Don Cochran in regards to Tournament rule #4. He told Jim that we have to change this rule. We can have a shut off for anyone fishing our tournament, but anyone else can fish the day before and we can not penalize them because it is a public water way. Jim will have more on this at the April meeting.

 

There will be a Tournament Committee meeting at 4 P.M. April 5, 1998 at the Riverside Gun Club.

MASS BASS Federation

APRIL 1998 DIRECTORS MEETING

Meeting called to order 7:30 P.M.

 

Regular business suspended to talk about the 12 clubs who have either not paid their Federation or B.A.S.S. dues which were due at the March meeting. There was a motion by Clearwater seconded by Totem Pole to allow an extend dues period to the May meeting and anyone not paying their Federation or B.A.S.S. dues by the May meeting will not be allowed to fish the 1998 Fish-offs. Motion passed.

 

Roll Call: All present.

 

Secretaries Report: Correction to the April meeting minutes. Tri County and Wildside had paid their dues.

 

Treasures Report: Dean read his report and listed the bills. There was a question about a Tournament expense. Dean will look into it and report back next month. Motion by Green Water, seconded by Bare Hill to accept Deans report and pay all bills. Motion passed.

 

Tournament Report: There was much discussion about the shut off for Webster Lake. After several tries the rule 4 change that the Tournament Committee passed finally passed the vote of the Directors. The new rule along with a copy of the 1999 Federation Trail will be on the last page of the minutes.

 

IF YOU HAVE ANY QUESTIONS ON THE NEW RULE 4 PLEASE CALL THE FEDERATION SECRETARY FOR AN EXPLAINATION.

 

Clubs should bring back suggested sites for the 1999 fish-offs to the May meeting. We will be voting in June. Motion by Bass Addicts, seconded by Boston Bass to give the Tournament Committee $250 from the Tournament Funds to buy tackle for a raffle at the Trail Tournaments. Motion passed.

 

Conservation/Natural Resource Officer: Deans report will appear in the next newsletter.

 

Scholarship Report: Bob has 2 applicants for this years scholarships he will have their names at the may meeting.

 

Travel Guide: Bob Perkins gave a very in depth report on the status of the Travel Guide and the feasibility of putting out another one this year. Bob would like to have the directors take back to their clubs the idea of either having a newsletter every month, every other month or every other month in the winter and every month in the summer and at the end of the year, having one round-up issue. He would also like to have the clubs input on whether they would prefer to have distribution by bulk mail, regular mail or hand it out at the meetings as it is currently being done. But, remember one thing, regular mail will cost much more to mail every month. Please make sure you discuss this at your meeting and bring your decision back to the May meeting.

 

Youth Report: The casting kids had a great time at the Nationals. Unfortunately, neither won but we are sure they will be back next year.

 

Shows: The Federation is looking for volunteers to run the shows and the Casting Kids contest at the shows.

 

Banquet: The 1998 Banquet will be held at Riverside Gun Club on Saturday, November 28, 1998 with the same caterer as last year. We hope to sell 200 tickets to this years banquet. There will be a large increase in raffle prizes due to the money that has already been put aside for this years banquet.

 

Regional Report: Ed Gerossie finished 39th overall with 4 pounds. The Eastern Division was won by Ted Soley of New Jersey with six fish and 23 pounds. There were only two limits in three days of fishing.

 

Old Business: There was some discussion about invitational tournaments being run by some clubs. Be careful how you put out your invitations if you do not want them perceived as opens which are against Federation By Laws.

 

The Regional team gave a short report on their two tournaments held at Webster and Watuppa. They were a great success and they want to thank everyone who helped support either of these tournaments and they would especially like to thank the people who fished both tournaments and showed their support for the Federation Regional team. Alan Kaprelian reported that there were 90 boats between the two tournaments and felt that they would not have had that many boats had they held only one tournament. Thank you for your support.

 

New Business: The president discussed a unilateral suspension rule which will be between all of the Eastern Division of BASS. This rule will mean anyone suspended from any Eastern Division state will not be able to belong to another Eastern Division state for the length of that suspension. Motion made by Classic Bass, seconded by Clearwater Crankers to bring this back to the clubs for discussion and to vote on it at the May meeting.

 

Just to inform the members, Charlie McGee of Bassmasters of New England has been injured in a fall and will be out for the season in bed. If you would like to drop Charlie a card, I am sure he will appreciate it. His address is 20 Laurel Street, Whitman, MA 02382.

 

I am sure most of you have heard by now that one of our Federation members drowned while fishing Long Pond, Harwich. This member is John Scott of Rod Jockey’s. Our heartfelt sympathy goes out to his family.

NEW RULE 4. Pre-Tournament Practice:

 

Massachusetts waters only will be off limits to all Federation tournament contestants starting midnight Tuesdays prior to the tournament, until the start of the tournament. At all instate and out of state tournaments the tournament waters will be off limits to all federation members not participating in the tournament from the official start of the tournament to the tournaments official end. The penalty for an infraction of this rule is one year suspension from the Federation. For 30 days prior to and during the tournament a competitor may not have the use of a paid guide. You must obey all State fishing regulations.

Secretaries Report: Motion by watch City, seconded by Cajun to accept the minutes as written. Motion passed.

 

Treasures Report: Dean read his report and listed the bills. Motion by Taunton, seconded by Eastside to accept Deans report and pay all bills.

 

There was a discussion about the trailer the Federation is looking to buy. The consensus of the Directors is that the trailer should be paid for out of the general fund and not out of the Trail funds.

 

Tournament Report: The Trail fished its first tournament at Webster. The top three teams will be listed below. Full results and articles will be in the newsletter.

 

Also please remember to bring your clubs vote for the 1999 fish-off site. You should have 3 sites as we will be voting for the top 3 just in case we do not get our first choice. We will be voting in June. See list below.

 

The raffle at the May Trail tournament was a success, so we will be running one at the June tournament on South Wattuppa.

 

The Tournament Committee would like to thank Joe Arsenault for the fantastic job he did running the Webster tournament. I think I speak for everyone in the Federation wishing Joe well on the 1998 B.A.S.S. trail. Joe has resigned from the Tournament Committee and will be replaced by John Crookes as voted by the Directors. Joe will be missed by the Federation.

 

Don’t forget to get your Big Bass money in!!

 

Conservation/Natural Resource Officer: Deans report will appear in the next newsletter. Mike Keane wants to reminded every club not to start their tournaments on Mashpee till 7:00 there has been complaints and you will not be given another permit if you start before 7:00 A.M.

 

Scholarship Report: Bob has 2 applicants for this years scholarships. The two recipients are Tom Farland and Dan Jenkins Jr. Both will be at the June meeting. There was a motion by the River Rats, seconded by Taunton Bassmasters to up the Scholarships this year to $750. Motion passed.

 

Bob Jones talked about having a lobster shoot at the up coming meetings to help raise extra money to either up the scholarships or give more.

 

Travel Guide/Newsletter Report: Bob Perkins gave a brief report. We have to have a vote at the June meeting on how we want future newsletters passed out. The vote will be to have distribution by bulk mail, regular mail or hand it out at the meetings as it is currently being done. But, remember one thing, regular mail will cost much more to mail every month and the added cost will probably be added to the dues. Please make sure you discuss this at your meeting and bring your decision back to the June meeting.

 

Paul reported he did not receive any report on the Nationals, Casting Kids, Tournament report or minutes so the newsletter will not be out till June. We should all try to get Paul the articles needed in a more timely fashion in the future.

MINUTES OF OCTOBER 1998 MEETING

 

Meeting called to order at 7:30 P.M.

Roll Call: Missing were Charles River, Mystic Valley, North East and Taunton Bass.

Secretary’s Report: Motion by City Bass, seconded by Watch City to accept the minutes and wave the reading of the minutes. Motion passed.

Treasures Report: Dean read his report and listed all bills. Motion by Massmasters, seconded by Tri County to pay all bills and accept Dean’s report. Motion passed.

Tournament Report: John reported that Alan Kaprelian and Larry LaFlamme won the Federation Tournament of Champions on Mashpee/Wakeby with over 29 pounds. They were 15 pounds in front of the second place team. John wanted to thank everyone for his or her support for the trail this year and he hoped to see everyone back next year.

Environmental: Dean reports that there are still problems on Manchug and he is looking into it farther.

Youth Report: John Crookes will be the new Youth Director. John said he would be looking for a lot more support this year.

Newsletter Report: Paul needs articles for the next newsletter. As of the October meeting he had no article on the regionals, the Lee Mills or TOC tournaments. Paul also needs club write-ups. You can send Paul articles over the net at Dailida@ma.ultranet.com or send it by mail.

Banquet Report: This years banquet will have far more raffle items than in years past. We will have a special raffle called the sponsor table raffle which will be items that some of our sponsors have donated. These items are not taken away from the other raffle these are extra donations that we solicited from our sponsors. We have bought $1200 worth of tackle to beef up the tackle packs. We will have top of the line plastics, crank bait, hooks, jigs and terminal tackle to bolster the tackle bags. Tickets are available for $20 per person from Joe McKinnon by phone at 781-647-5288 or at the November meeting if there is any left. As of the writing of the minutes there are over 100 sold. To let you know a few items for the banquet. Two Trolling Thunder Batteries, a $1000 gift certificate from Ranger, $250 worth of product from Mercury, A custom rod from Al Cappy JR, 8 $50 bills for the women, $300 worth of plastic boxes from Plano, several hundred dollars of tackle from Carty’s Critters, several hundred dollars worth of baits from Alan’s RV, Kmart is donating a sponsor table along with many other national sponsors. This is just the tip of the ice burg there is much, much more. This is one event you don’t want to miss. We hope to see you there!

Meeting called to order at 7:35 P.M.

 

Roll Call: Missing was Bass Addicts, Berkshire, Buzzards Luck, Chelmsford and Rod Jockey’s.

 

Secretary’s Report: Motion by Watch City, seconded by Worcester County to wave the reading of the minutes and accept the minutes as written. Motion passed.

 

Treasures Report: Dean read his report and listed all bills. Motion by Green Water, seconded by Wildside to accept report and pay all bills. Motion passed.

 

Tournament Report: John reported that the TOC would follow the usual rules. The water will be shut off Tuesday midnight September 29th. You must be there by 6:30 A.M.

 

Environmental Report: Mike Keane handed out forms for the club tournament schedules. He will accept them at the next meeting.

 

Newsletter Report: Club write-ups are due at the October meeting. Paul also needs articles from clubs.

 

Banquet Report: Tickets will be available at the October meeting.

 

Old Business: Nominations were re opened. There were three more nominations for Tournament Committee. Alan Kaprelian, Steve Marshall and Ray Lentine. There was one nomination for Youth Director that was John Crookes. There were no other nominations for any other office. There were three nominations for "Man of the Year". They were Bill Breach, Joe McKinnon and Dean Percival.

By-law changes. There were four by-law changes submitted. The Directors were given copies to take back to their clubs.

 

New Business: Jim discussed several new sponsors that have signed on and several offers that we have had from new sponsors.

The Federation State Championship Committee would like to thank everyone for their cooperation at the Championships at Candlewood. As everyone has said that this was the best Fish-off ever even if there were no fish. We all hope that we continue this tradition next year with an even better one. Maybe this time we will catch more fish! Congratulations to all whom made the 1999 Divisional Team and a special Congratulations to Mark Burgess who won the State Championships.

 

There will be a meeting of the Banquet Committee at 6:30 before the October meeting.
