APRIL 1999 MEETING

 

The Federation would like to send it condolences to the families of Gary Mercer,

Frank Augello SR. and also to Keith Knight and his family, Keith also recently lost his Dad.

 

Secretary’s Report: Motion by Wildside seconded by Worcester Bass to accept minutes as read. Motion passed.

 

Treasures Report: NONE!!!

 

Tournament Committee Report: The Directors voted on sites for the 2000 State Championship. The final vote will be held at the May meeting. The final 5 locations are Winni, Hudson River, Lake George, Conn. River (Hartford) and Sebago Lake. Motion by River Rats, seconded by Tri Valley to give the Tournament Committee $600 of their money to purchase items for raffle at Trail Tournaments. Motion passed. Motion by River Rats, seconded by Boston Bass to buy an EZ-UP awning for use at all the Federation events. Motion passed.

 

Newsletter Report: The dead line for the next newsletter is April 30th. If you have any articles please forward them to Paul.

 

Youth Report: John read a report about the Casting Kids Championship held at Marine USA. John praised Marine USA for giving us an opportunity to hold our contest at their Open House and the chance to raise a little extra cash for the Youth Fund. A full report will be published in the newsletter.

 

Old Business: Due to a delay in the minutes the Abu Garcia order will be taken at the May meeting.

 

New Business: There was an article read about the Boston Marathon, and how runners were raising money for charities. James Belanger, the son of Mark and Lisa Burgess is one of Children matched up with a runner, Peter Hammer. There was a motion by the River Rats seconded by Massmasters to donate $1000 to the event. Motion Passed.

 

There was an article read by Mike Keane in regards to a scholarship fund that was being setup in the name of Karl Kaprelian. Karl is the son of Alan and Rita Kaprelian, Alan is a long time Federation member, Karl was also a Federation member as were Alan’s and Rita’s other sons. There was a motion by The River Rats to donate $500 to help get this scholarship off the ground, seconded by Clearwater. Motion passed.

 

There was a motion made by Tri County, seconded by Watch City to adjust the budget to create Benefit account of $2370. Motion passed.

 

Don’t forget that the $25 for benefit donation is due at the same time as the 8 man team rosters and the $50 youth donation is due at the May meeting.

JULY 1999 MINUTES

 

Roll Call: Missing none.

Secretaries Report: Motion by City Bass, seconded by Worcester Bass to wave the reading of the minutes. Motion passed.

Treasurers Report: Dean read his report. Motion by River Rats, seconded by Greenwater. Motion passed.

Tournament Report: The next Federation Trail Tournament will be on Winnisquam on September 12th.

Motion by Buzzards, seconded City for all contestants at the State Championships to have both a New York and a Vermont license. Motion passed.

Motion by Boston seconded by River Rats to have a 50/50 raffle at the Championships to start the travel expense account for the 2000 Regional Team. Motion passed.

New Business: Motion by Classic, seconded by City to bond the five Officers that handle money for the Federation. Motion passed.

There were no bylaw changes.

AUGUST 1999 MEETING

 

Roll Call: Missing were Bass Masters NE, Beastmasters, Buzzards, Classic, North east, Norumbega, Rod Jockeys, Totem Pole, Watch City.

Regular order business was suspended. Former Treasurer Al Grassi came to the meeting with a check for $500 as partial payment for the money missing from the Treasury. Motion by Fall River , seconded by Tri Valley to have all money owed by Al repaid to the Federation at the September meeting, Motion passed.

Secretaries Report: None.

Treasurers Report: Dean is on vacation and will have a report next month.

Conservation: Mike Keane reported that you may bring your next years schedule to the September meeting.

Tournament Report: All clubs who owe money from the Championship must pay it at the September meeting.

The following members have been suspended for one year for leaving the Championship early. Bob Sullivan and Brad Frautten of Cajun Bass and Frank Webb from Eastside. The can not fish the Federation till after next years Championship.

There was much discussion about an incident that happened at the Championships. There was a motion made by Bassmasters of NE, seconded by Yankee to suspended Ray Lentine of Massmasters for five years. Motion passed 32 to 2. This suspension was for several flagrant violations of the tournament rules and recklessness.

New Business: Motion by the River Rats, seconded by Bass Addicts to donate $500 worth of Tackle to the Riverside Gun club for their annul Outing. Motion passed.

Bylaw changes none. Next month is the dead line.

MASS BASS FEDERATION

DECEMBER 1999 MINUTES

 

Roll Call: Absent were Active Bass, Beastmasters, Bristol County and Eastside. Please take note that any club not there for roll call will be marked absent. Coming to meetings at 7:30 and leaving at 7:40 does not constitute you being present for the meeting.

 

Secretary’s Report: Joe read the November minutes. Jim asked if there were any discrepancies in the minutes. The Directors agreed there were no discrepancies. Motion by Clearwater, seconded by Greenwater. Motion passed.

 

Treasurer’s Report: Dean read his report. Motion by Greenwater, seconded by City Bass to accept Dean’s report and pay all bills. Motion passed.

 

Youth Report: No report Wayne was absent. Jim asked the Directors again if they had a problem with sending four representatives from each Chapter to the Casting Kids at Worcester to qualify for the 2000 Championship at Lake Winnipesaukee. This is the same as we did last year. Exempt would be those who have held a Casting Kid's at Kmart from the finals last year to this year's Worcester show. Jim asked that any club having a problem with doing this to speak up at this time and we would discuss it and put it to a vote. The Directors said no vote was necessary because they agreed to support the show and Casting Kids back in the summer when the show info first came to the Federation. They agreed with Jim on supporting the Casting Kids. Please bring your list of who will be at Worcester for your club to the January meeting if you can. Times will be on a first come first serve basis. Once the morning slots are filled you will be told what time to be there and there will be no exceptions. Cape Cod will host the Casting Kids on Sunday at the Springfield show.

 

Tournament Report: There were no tournaments to report on. There will be a Tournament Committee meeting January 9th 2000 at 6 P.M. Expect to stay late to finish as much business as possible.

 

Banquet Report: The 1999 banquet is history. Everyone that attended had a ball and everyone that won a raffle prize got his or her monies worth. All that attended want to go back to the Elks club next year because the hall was large and very nice. The food was awesome and the raffle prizes this year were fantastic, so much so that when it was said more people would come next year some people said we should limit the tickets because they want to win all the prizes again. Tickets will go on sale earlier next year so get them early. Thanks again to all the sponsors who gave so generously.

 

Conservation Report: Two representatives of New Hampshire Fish and Wildlife came to the meeting and talked to the Directors about the 2000 lead ban and the spread of aquatic weeds in New Hampshire. The talk was very informative, make sure you get the information from your Directors.

 

Scholarship Report: The Federation is looking for a Director/Chairman and 2 members for the Scholarship Committee.

 

Old Business: The Mercury information was passed out to the Directors. A dead line will be decided at the January meeting for turning in orders and the money.

 

New Business: There was a motion by Bare Hill, seconded by Massmasters to buy $3000 in tee shirts to give away at the shows to those competing in the Casting Kids. Motion passed.

 

During dinner with the representatives from New Hampshire, Dean was told that a lead ban would probably come to Mass in the year 2001. It was suggested that the fisherman should take the ball and run with it rather than let the anti’s write the Legislation for us. Dean was asked to look into what it would take to write the bill ourselves.

 

Notice to all Clubs!

 

BASS and Federation dues are due now, anyone that does not have them in to the Secretary is not in good standing and is ineligible to vote till the dues are paid. Please forward all BASS and Federation dues to Joe McKinnon ASAP to avoid not being in good standing with BASS or the Federation. In case you don’t remember the members passed a bylaw in September 1999 to have the Federation Secretary collect all BASS and Federation dues

 

Notice to all Federation Members!

 

Sometimes a Federation club or member will question something the Federation does or does not do. This is understandable, as with every thing we do, someone will not agree or can not understand why something happens or is done in the way it is done. Recently a Federation member went to BASS (Don Cochran) about the final payment from Al Grassi. This person blamed Jim Marino for what was accepted. This person was miss informed by their Director. The Directors, not Jim Marino voted to accept what was offered to the Federation. Jim Marino was at the Ohio River with the Regional Team when the motion was made and the vote was taken and accepted unanimously by the Directors. The only one who can pass anything in the Federation is the Board of Directors, and if anyone is unhappy with a decision of the Board of Directors they should first talk to their Director then come before the Board and discuss it. This is not to say that you as a member of BASS and the Federation do not have a right to question what the Federation or your club does. But you should have the correct information before you go to BASS. You should also understand that you or your club may have wanted something one way, but are out voted by the other clubs. This happens, its called "Democracy" and it is how the Federation is run along with bylaws voted by all the clubs.

January 1999 Directors Meeting

 

Roll Call: Missing were Fall River and Totem Pole.

 

Secretary’s Report: Motion by Worcester County, seconded by City Bass to wave the reading of the minutes and accept them as written. Motion passed.

 

Treasurer’s Report: Al handed out his report and listed all bills. Motion by Wildside seconded by Worcester Bass to accept Al’s report and pay all bills. Motion passed.

 

President Jim Marino interrupted the regular order of business to present Mark Burgess with the State Championship trophy. The trophy just came in from the trophy company so we apologize to Mark for the delay. Mark will have the trophy till the August State Championships, at which time it will be given to the 2000 State Champion to hold for one year. Congratulations again to Mark!

 

Tournament Committee Report: The Tournament Committee has suspended for the 1999 State Championships the part of rule 4 of the tournament rules, which closes the water from Tuesday midnight till the start of the tournament. This is for this year only because the Committee feels that were as the tournament was moved up by one month that it would allow a little more practice time because the site is 31/2 to 4 hours away. There can be no tournaments by any clubs during this time at Champlain.

 

The Tournament Committee voted to allow anyone who is fishing Foxwoods tournament on Champlain August 15th to fish, so long as they send a notice to the Vice President by August 1st. This will exempt you from rule 4 of the tournament rules.

 

The tournament Committee is looking for ways to up the prize money on the Federation Tournament Trail. We are looking to add money to the existing prizes and add maybe as many as five others, so we will be paying out 15 places. We are looking to make it so that more people take home money without having to up the entry fee or cut the existing prizes. We will be running several fund raising events such as raffles and Tackle Flea Markets to raise the money. We will be looking for every ones support, so if one of these interests you, buy a ticket or come to the flea market to help support us.

 

The Tournament Committee is sponsoring a Tackle Flea Market on March 7th at the River Side Gun Club. Tables will be $10 and $15 and 15% of all sales or you can pay $50 and pay no % of sales. Admission will be FREE. We will have food and refreshments for sale. If anyone is interested in a table please contact Alan Kaprelian at 781-648-3546. Please come down and support your Federation.

 

Conservation/Natural Resource Officers Report: Dean’s full report will be in the next newsletter. One thing you should be aware of is that PETA may be at the Worcester show protesting so please do not have any confrontation with them that is what they want.

 

Youth Report: John Crookes needs help with the Pathways to Fishing and the Casting Kids at the Worcester show February 7th. Your club will qualify for the State Championship if you have 4 workers at the show to help. John is hoping to have enough workers at the show to be able to have two shifts 10 to 1:30 and 1:30 to 5. Admission is free to anyone working the Pathways or Casting Kids you must enter through the show exhibitor’s entrance. Please call John at 781-891-6927 to let him know that your club is coming.

 

The Casting Kids Finals will be held March 21st 1 P.M. to 4 P.M. at USA Marine on route 20 in Shrewsbury. Please make sure John has the names of anyone whom has qualified for the finals from a Casting Kid's your club has run.

 

John is also looking for a club to run a Casting Kid's on March 20th at Marine USA. Please contact John at 781-891-6927 if your club is interested.

 

The Federation Youth Tournament at Lake Cochituite August 8th has been moved to August 1st because of the change in dates for the State Championship. If the Championship is held the week before the Youth tournament it is believed that the attendance would fall off with everyone going to Champlain to pre-fish the week before the Championship. Please make note of this change to your club members.

 

Newsletter/Travel Guide Report: Paul showed everyone the cover of this years Travel Guide. It looks great! The Travel Guide will be available at the shows. Paul hopes to have a newsletter out in short order. He is waiting for a few articles.

 

Old Business: Chapter of the year honors went to Metro West Lunker Hunters. Congratulation for a job more than well done! This club did an outstanding job and deserves a pat on the back.

 

The Mercury motor drawing will be held next month. Bring $100 cash for a chance to purchase one of "two" new Mercury motors. Yes that is two motors. Since the meeting Jim has found out that we can get two motors so we will be drawing for two winners.

 

New Business: Berkley is having a Big Bass contest for all Federation clubs. Get the details from your Director as how to qualify.

 

The 1999 Regional Team is running two raffles. One is a 50/50 and the other is for a thousand-dollar Ranger certificate. See your Director to get tickets.

 

Due to the lack of clubs holding Casting Kids contests at Kmart. The Officers are looking a way to interest your club in holding one at a Kmart. We will entertain a motion at the February meeting to allow any club who holds a Casting Kid's at a Kmart to send two extra people to the Championships. Discuss this at your meeting and we will be bringing it to the floor at the February meeting.

You can also go on line to www.massbass.com and fill out the on line form so your club can get the minutes in a timely fashion. There are some clubs that have not given me an Internet address for someone in their club. This is very important so that your club will be assured to receive the minutes as soon as I am done typing. JUNE 1999 DIRECTORS MEETING

 

 

Roll Call: Missing were Assabet Valley, Classic Bass, Eastside, Massmasters, Mystic Valley, Plymouth Rock, Rod Jockeys, Totem Pole, Worcester Bass.

After Roll Call there was a motion to suspend the regular order of business. Motion passed.

Former Treasurer Al Grassi came before the Directors to explain the missing money from our Treasury. Al gave his explanation and there were several Directors that had questions for Al. The main question that was asked was when we would be getting our money back. The Directors gave Al a date of the August Federation meeting for the complete repayment and at that time we will make a discision as to turn the matter over to the District Attorneys Office or try to find some other end to the situation. There was a motion by Greenwater seconded by Watch City to give Al a copy of his Treasury to see if he can show were as he owes us less, provided we receive our past paper work being held by Al. Motion passed. Al told the Directors he would give Jim Marino the past paper work the following night.

Update: As of 6/30/99 Jim has not heard a word from Al. So much for turning over our books! Al is a Man of his word!!

Secretaries Report: Reading of the minutes were waved.

Treasures Report: Dean handed out a detailed report and went over it with the Directors. Report accepted as presented.

Tournament Report: The Ez-up tent is in we will be using it at Squam Lake for the Federation Trail Tournament July 18th.

Youth Report: John Crookes handed out registration forms for the August 1st Youth Tournament on Lake Cochituite .

Scholarship Report: The 1999 winners are Kimberly Ann Carvalho and Sharon Ruth Brickman.

Old Business: None

New Business: Don’t forget you can start submitting by-laws changes at the July meeting. You must bring a copy for every club and Officer.

Boston Bass asked permission to hold an open team tournament on Winni. It is a benefit for a Scholarship Fund in the name of Karl Kaprelian. Motion passed.

There have been several complaints about Rhode Island clubs fishing with out permits. It will be looked into.

BASS is giving each Federation an amateur spot at the Pro/Am . Mass Bass will be raffling off spots for the following tournaments. Potomac River, Champlain and Mega Bucks. Tickets will be $5 per chance and you can buy 1 chance for each event. Your Directors should bring your money to the July meeting.

State Championship Report: Please submit your team rosters before August 1st to

Joe McKinnon at 15A Bolton St Waltham Ma 02453. Also before July meeting submit to Joe the number of people that will be on your team (4,6,8). This will help in speeding up the draw. Also include how many boaters if it is less than half your team. The Committee will be having a meeting shortly and more info will follow.

Youth Report: By the time you get these minutes the Federation Casting Kids Championship will be history. I hope everyone had fun!

Don’t forget the Federation Youth Tournament will be held August 1st not August 8th.

Scholarship Report: Dean handed out this year’ scholarship applications. See your Director to get a copy. The return date is the April meeting.

Newsletter Report: Paul needs articles for the next issue. Due date is April 30th.

Tournament Committee: The Tournament Committee read the list of tournament dates and sites for the year 2000.

Don’t forget the Big Bass entries for this year. You can turn them in at every meeting and keep adding names till July.

Don’t forget the Federation opens on Webster Lake April 17th and Whequetuet on April 18th. Hope to see you all there.

The Federation is still looking for 6 workers for this year's Championship. If you are interested, contact Jim or Ernie.

Youth Report: Don’t forget the up coming Youth tournament at Webster Lake in August. More details will follow.

 

Old Business: Jim read a report on the state of our treasury. At this time Jim told the Directors the final figure that it is believed that Alan Grassi owes the Federation. Alan was supposed to show up at the meeting to explain what happened to our funds and how he intend to repay the missing money. Alan did not show up, he chose to attended his daughters soft ball game.

 

There was a motion by Boston, seconded by South Shore to suspend Alan till all monies are repaid and at that time Alan can come back before the board for reinstatement to the Federation. Alan’s ads will also be removed from all Federation newsletters and advertisements. He will not be allowed to participate in any Federation sponsored events or any Federation club events till he is reinstated. Motion passed unanimously.

 

Motion by Bass Addicts, seconded by Cape Cod that a time limit for repayment be set for the August meeting and at that time the Directors would decide what course of action should be taken. Motion passed unanimously.

 

Don’t forget that the $25 for benefit donation is due at the same time as the 8 man team rosters.

Secretaries Report: Minutes were read and accepted.

 

Treasurer’s Report: Dean read his report and went over next years budget. Motion by Greenwater, seconded by American Eagle to accept Dean’s report and the 2000 budget as proposed. Motion passed.

 

Youth Report: Wayne Ellis asked that all clubs holding Casting Kids at Kmart go thru him and not directly to BASS for Casting Kids kits. Wayne will be looking for club lists for those working the Worcester show Casting Kids and Path Ways to Fishing. Remember unless your club has held a Casting Kids at a Kmart or are hosting one of the shows or a Casting Kids at the shows then you must send four (4) workers to the Worcester show on Sunday to help with running of the Casting Kids and Path Ways to Fishing.

 

Tournament Report: There have been no Tournaments to report. The Tournament Committee will be meeting soon to start work on the 2000 Trail. The Tournament schedule is posted on the web.

Conservation Report: A representative from New Hampshire Fish and Wildlife will be at the December 14th meeting to go over the lead ban that starts in 2000 on New Hampshire lakes.

 

Mike Keane reminded the Directors that the clubs should send their ramp permits to the Managing Authority once he has approved your schedule. Don’t wait until January send them to the Managing Authority. Send them now to get approval.

 

NewsLetter: Paul gave the Directors till Thanksgiving to send your club write-ups for the Travel Guide. After that you will be omitted. Paul also needs articles for the newsletter.

 

Scholarship Report: None

 

Old Business: The show Schedule is as follows:

Worcester Feb 4th to 6th -The booth will be hosted by the Greenwater Wizards.

 

Wilmington at the Shriner's Center (old Boston show) Feb 11th to 13th -The booth will be hosted be American Eagle Bass and Casting Kids contests will be conducted by Bristol County on Saturday and Mystic Valley on Sunday.

 

Springfield Feb 24th – 27th -The host club will be Northeast Bass Anglers Northeast will hold a Casting Kids contest on Saturday. We are still looking for a club to hold one on Sunday. Contact Jim Marino or Wayne Ellis if your club is interested.

 

New Business: Don’ forget you must send in your Federation dues and BASS dues at the December meeting. You can send them to Joe in advance of the meeting to speed things up. Remember you must have separate checks for the Federation ($25 per man) and BASS ($15 per man) and two copies of your BASS roster and change sheet. You should also forward the envelope that BASS sent you to Joe. See address below.

 

The Mercury deal is on again. We can purchase 2 motors, oil, props, etc at good prices. More information will follow on this deal.

Worcester Feb 4th to 6th -The booth will be hosted by the Greenwater Wizards.

Wilmington at the Shriner's Center (old Boston show) Feb 11th to 13th -The booth will be hosted be American Eagle Bass and Casting Kids contests will be conducted by Bristol County on Saturday and Mystic Valley on Sunday.

Springfield Feb 24th - 27th -The host club will be Northeast Bass Anglers Northeast will hold a Casting Kids contest on Saturday. We are still looking for a club to hold one on Sunday. Contact Jim Marino or Wayne Ellis if your club is interested.

New Business: Don' forget you must send in your Federation dues and BASS dues at the December meeting. You can send them to Joe in advance of the meeting to speed things up. Remember you must have separate checks for the Federation ($25 per man) and BASS ($15 per man) and two copies of your BASS roster and change sheet. You should also forward the envelope that BASS sent you to Joe. See address below.

The Mercury deal is on again. We can purchase 2 motors, oil, props, etc at good prices. More information will follow on this deal.

OCTOBER 1999 MINUTES

 

Roll Call: Missing were Assabet Valley, Bassmasters of NE, Beastmasters, Norumbega, Totem Pole.

 

Secretary’s Report: Report accepted as read.

 

President Jim Marino suspended the regular order of business to talk about the five year suspension given to Ray Lentine for "Reckless Endangerment" at the State Championship at Lake Champlain, as voted by the Directors at the September meeting. B.A.S.S. informed Jim that we can’t suspended Ray Lentine from his club, we can only suspended him from Federation Tournaments. The reason for this is because B.A.S.S. feels that the punishment must fit the crime and that his punishment should be for tournaments only. After much discussion the Directors voted to suspended Ray for one year from all Federation sponsored Tournament (Opens, Trails, Championships, Youth, etc) and then he may only be a non-boater for the next two years and he will be on probation for the next two years after that. Ray must also complete a boater safety or power squadron course in the next year and show proof of passing this course to the Federation Directors. Ray accepted this suspension and thanked the Directors for not suspending him for the full five years.

 

Conservation Report: Dean reported that someone from New Hampshire Fish and Game will be at the December Federation meeting to show the Directors what will not be allowed for use in NH next year with the lead ban taking effect. Make sure your Director shows up!! Sorry the address I gave for Mike Keane is correct but the town is Fitchburg not Leominster. The zip code is correct for Fitchburg.

 

Treasurer’s Report: Dean gave out his report. Motion by Greenwater, seconded by Clearwater to accept Dean’s report and pay all outstanding bills. Motion passed.

 

Newsletter Report: Paul told the Directors that there is a newsletter in the mail. He needs club write-ups no later than the November meeting.

 

Banquet Report: There was a mess up with the booking at the Gun club so this years banquet will be held at the Maynard Elks on Route 62 in Maynard. This is about a ten minute ride from the Gun club right down route 62. The Elks is located in the old Alphonse's Powder Mill. It is supposed to be a very nice place. We will have the same caterer Mary’s Catering of Hudson. The meal will be the same "All You can Eat" Roast Beef and Chicken. Bring your feed bag because this is an excellent meal and a great time! The date will be Saturday November 27th 1999, 5:00 P.M. Cocktails and Dinner at 6:00 P.M. Tickets will be the same as the last two years $20 per ticket and will be available at the November meeting. You can also call Joe McKinnon to reserve tickets at 781-647-5288.

 

Old Business: Several Directors brought up the matter of the tackle turned over to the Federation by Former Treasurer Al Grassi. Dean reported that he and Jim had gone through the tackle and told the Directors that they felt we should accept what we have as final payment on the missing money. Motion by Bass Addicts, second by Cape Cod to accept the tackle. Motion passed.

 

Motion by American Eagle Bass, seconded by Bare Hill to suspend Al Grassi from the Mass Bass Federation for life. Motion passed 23 to 0 with 10 obtaining.

 

Election Results: Treasurer Dean Percival, Youth Director Wayne Ellis.

Roll Call: Missing were Assabet, Bass Addicts, Bassmasters NE, Cajun, Clearwater, Eastside, Norumbega, Totem Pole, Watch City.

 

Secretaries Report: Motion by North East, seconded by City Bass to wave the reading of the minutes. Motion passed.

 

Former Treasurer Al Grassi came to the meeting and gave the Federation $1100 in cash and a box of tackle in place of the money he owes the Federation. The tackle will be gone threw to determine if it is worth the money that Al owes us.

 

Treasurers Report: Dean handed out his report and listed all bills. Motion by Barehill, seconded by Massmasters. Motion passed.

 

Tournament Report: The 99 Regional Team is competing at the Ohio River as these minutes are being typed. Up Date Mike Tamburello has won at the Regional's and is the Mass Bass Federation Eastern Division Champion.
