MASS BASS FEDERATION
APRIL 2000 MINUTES
Meeting called to order at 7:35 P.M.
Roll Call: Missing were Assabet Valley,
Eastside, Northeast, Totem Pole, Worcester County and South East.
Secretaries Report: Joe read his report and
noted that there were two omissions from the March minutes. The
Directors voted that the new three new clubs Minute Man, Charles
River and Eastside would help Metro West run their Casting Kids and
fishing Derby at Lake Cochituite. These clubs would have to send
most of their members to help. The clubs agreed to work the
tournament and would supply most of their club to work. The other
omission was in regards to a question about the bylaw reading that a
club could not hold more than one tournament on a body of water in a
calendar year. The question was if it pertained to Massachusetts
only or all states. The Directors voted that the rule is that you
can only hold one tournament on a body of water in any state in a
calendar year. Motion by Buzzards, seconded by Massmasters to accept
the minutes as read and amended. Motion passed.
The 2000 rosters have been updated I should have
a copy for every club at the May meeting. The updated list has been
passed on to Paul Dalida for the newsletter.
Treasurers Report: Jim went over Dean’s
report. Motion by Buzzards, seconded by Blackstone to accept deans
report and pay all bill. Motion passed.
Tournament Report: Joe thanked everyone that
showed up to the Regional team benefits. The full report is on the
web and will be in the newsletter.
The new scales are in and were used at the
benefits. There is the usual wind problem but other than that the
scales and remote display worked excellent. You can see the remote
display from a cross the Watuppa parking lot. Joe is going to have
an enclosure built to help stop the wind from stopping the scale
from steadying.
There is going to be a problem with the Squam
Lake ramp if you are going to have a tournament after Labor Day. The
road going by the ramp is going to be moved and the ramp is going to
ripped up. They will also be either hydro dredging or dredging the
channel at the ramp area. The Federation TOC will be moved. The most
likely location is Congamong Lake. The Tournament Committee will
check into the availability of this and other locations. Don’t
forget the TOC date is October 7th and 8th.
The state of New Hampshire passed into law the
boater education bill. You can go on line to www.nesportsman.com to
get a copy. This will affect you right away if you get any safety
violation on NH waters.
BASS has changed the rule in regards to culling
rings. You can no longer use the rings that put holes in the fish.
We are going to have to look into this rule and decide if we are
going to adopt it at some time in the future.
There is also a question involving Connecticut
requiring all trailers on the roads to have an inspection sticker.
We will look into this more.
Environmental Report: The Directors voted to
have Dean send a letter to the state backing the lead ban.
Youth Report: Massmasters is holding a
Casting Kids at the Goose Hummock on the Cape and Metro West will be
holding one at Lake Cochituite.
Scholarship Report: The application is out.
Bill has 3 back and is expecting more. Due date is April 30th.
Newsletter Report: Paul needs articles for
the up coming newsletters.
New Business: Boston Bass asked the Directors
for permission to hold an open tournament for the Karl Kaprelian
Scholarship Fund. The club derives no money for the club all money
goes to the Scholarship Fund. Mike Keane reported it actually cost
the club money. Mike also asked that the tournament not be counted
against the club holding more than one tournament on the same body
of water. The tournament will be on Winni at the end of September
after the Championship. There was a motion by River Rats, seconded
by Buzzards to allow the open and not count it against the club.
Motion passed unanimously. Mike will bring a flier to the Federation
meeting for all those wishing to fish.
Old Business: American Eagle club is looking
for help with their PVA tournament on the Charles River. Tiny needs
our help, he need to get boats to take out some of the PVA anglers.
Please see Tiny to volunteer. Tiny is also having a problem getting
a permit to use the Esplanade. The MDC only gives out 70 permits and
will not give out another. I guess it doesn’t matter if your
disabled serving for you country. MDC doesn’t care they have rules
they won’t bend. I think its time to send the Governors office
emails and letters!
The 2000 Championship site will be the
Connecticut River in Hartford area. Second was Mallets Bay and third
was Ticonderoga.
The Directors voted in favor of allowing open
tournaments 21 to 6. A committee appointed by the President will
draft a set of rules.
The issue of separating the Federation trail from
the Federation was brought up. The Directors voted against
separating the trail or the trail funds.
The Championship rules were gone over and voted
by the Directors. There were several changes made. Your Director
should have the changes in his notes. The rules will be reprinted
and posted on the web and put in the newsletter.
President Jim Marino told all those in attendance
that starting at the May meeting all meetings would be directors
only. Anyone else that is not a Director that has business at the
meeting must call Jim Marino to be put on the agenda.

AUGUST 2000 MINUTES
ROLL CALL: Missing were Eastside, Massmasters and Totem Pole.
Secretaries Report: The secretary read the minutes. Motion by
Metro West, seconded by City Bass to accept the minutes as read.
Motion passed
Treasures Report: Dean was on vacation there would be a report
next month.
Seconded Roll Call 8:00 P.M.: Missing were Eastside, Massmasters,
Totem Pole and Central NE.
Youth Report: The 12th annual Federation Youth
tournament was held at Quinsigamond. There were 25 seniors and 15
juniors that participated. Wayne Ellis will have a written report
next month along with the reports for the Casting Kids at the
Centrum and the finals at Marine USA.
Old Business: The Boston show will be at Wilmington again in
2001. The dates are February 9-11. Don’t forget the bylaw changes
are due in for the September meeting. (You must have enough copies
for each Director and Officer)

Banquet Report: Banquet made over $5000.
Bills to be paid were Peter McClellan ($250 for certificates), Joe
McKinnon ($249 for tackle boxes), Steve Carty ($500), and $930 for
plaques.
Mike Tamburello volunteered at this meeting to be
the banquet chairperson for next year.
Scholarship: Brian Trefry volunteered to be
the Scholarship Chairperson. He will have more information at a
later time.
State Team: No Report. Don’t forget your
raffle tickets!!!
Old Business: Plano Deal and Mercury deal
will be handed out at the January Meeting.
New Business:
1. By-laws Rules Committee met (Al Cappy, Joe M.,
Karl V., Dean, and Paul S.), and made their recommendation. Please
see attached for a list of the changes.
Motion by Boston, seconded by Bass Addicts to
suspend the 80% per capita vote to change by-laws. Motion passed
34-1(or 590-24).
Motion by Boston Bass, seconded by Bass Addicts
to accept package of changed by-laws as they are written. Motion
passed 34-1
2. Tiny gave us an overview of the budget. There
will be an income of $55,358, but expenses will exceed the budget by
$6000. Dues will have to go up by $5.00, and fish-offs will also go
up.
Motion by Boston, seconded by South Shore to
accept the budget with a $5.00 dues increase per member. Motion
passed 34-1.
3. Motion by American Eagles, seconded by Mass
Bass Busters to buy a printer for the Federation Treasurer. Motion
passed 35-0.
4. Motion by American Eagle, seconded by Cape Cod
to pay $100 for Assabet Valley Director as a reimbursement for
buying banquet tickets that his members already bought through Joe
M. Motion passed 35-0.
5. Ray Lentine from Massmasters was given an
opportunity to present information regarding a Pro-Am tourney trail,
run in conjunction with Green Water. Extensive discussion on this
issue. Motion by Boston Bass, seconded by Bass Addicts to bring this
to the Tournament Committee, as it is a tournament issue. Motion
passed 24-5.

JULY 2000 MINUTES
Roll Call: Missing were Active Bass, Blackstone, and Eastside,
Plymouth Rock.
Secretaries Report: Joe read the June minutes. Motion by Boston,
seconded by American Eagle to accept the minutes. Motion passed.
Treasurers Report: Dean read his report and listed all
outstanding bills. Motion by Boston, seconded by River Rats to
accept Dean's report and pay all bills. Motion passed.
Tournament Report: Joe reported that the trail was going well.
The next trail tournament will be on Winni at Ames Farm on Sunday
August 20th. Also a reminder that there is a Regional
Team open at Ames Farm Saturday September 2nd. Come on
down and help support your 2000 Regional Team.
Youth Report: Wayne Bacon reminded everyone that the Youth
tournament is August 5th at Quinsigamond at the Flint
Pond ramp.
Old Business: The Directors voted to allow 5 clubs per year to
hold 1 open tournament each per year. This will be by draw and the
tournaments will not interfere with Federation events and will be
chosen after the clubs chose their schedules.
There was a motion made to hold the 2001 State Championship in
the month of August. This was tabled till the August meeting.
Nominations are open for all Offices. Bylaw changes are open
also. Remember you need enough copies for every Director and all
Officers.
There was a motion by the Massmasters, seconded by Bass Addicts
that we have a booth at the Worcester show and run a Casting Kids
contest and that every club must send four members to help run the
contest and Path Ways to Fishing. Motion passed unanimously.
New Business: Tri County’s President spoke to the Directors in
regards to 3 members whose membership was submitted 4 days after the
dead line. Motion by Tri County to allowed their 3 members to be
eligible for the Championships. Motion died due to lack of a
seconded.
The drawing for the Potomac River was held and the winner was
Scott Gordon. The drawing for Mega Bucks and Florida top 150.
The Federation is looking for 12 workers for the State
Championships. There were 6 volunteers at the meeting we are still
looking for 6 more.
There was a question as to Ray Lentine’s eligibility to be a
non-boater at this years Championship. It was pointed out that by
the rules passed by the Directors in April all members must be in
good standing at the August meeting and have been on the clubs
rooster at the April meeting to be eligible to be on the clubs 8 man
team list. Rays suspension does not end until after that August meet
so he is not in good standing and is therefore ineligible to be on
the Massmasters team list.
Reminder all Team roosters with all entry fees and Lunker fees
are due at the August meeting. No later!!!

MARCH 2000 MINUTES
Roll Call :
Absent was Beastmasters.
Secretaries Report: Joe read the minutes.
Motion by Buzzards, seconded by American Eagles to accept the
minutes as read.
Conservation Report: Dean’s report will be
printed in the newsletter. Mike Keane reminded everyone that if you
get denied for a permit let him know where you are moving too.
Youth Report: The Casting Kids Finals brought
39 out of 42 possible contestants to Marine USA. The Senior Division
winner was Brian Freedman from Orleans and the Junior winner was Jim
Bartell from Randolph. Congratulations to both! The finals raised
$530.60 from the kitchen, which was donated by Marine USA. A special
thanks to our friends at Marine USA for allowing us to hold the
Cast5ing Kids Finals there as well as donating the receipts from the
kitchen to the Federation Youth Fund.

Tournament Report: Don’t forget the 2 up
coming Federation Regional Team benefit tournaments one on Saturday
April 15th at South Watuppa and Sunday April 16th
at Webster Lake.
The Tournament Committee recommended that the
Federation purchase 2 new scales for the up coming season. The
current Federation scales were purchased about ten years ago and
have been acting up. There was a motion by Boston, seconded by
Buzzards Luck to suspend bylaw Article IV, section 2 D Treasurer #4.
Motion passed 37 to 0 with 1 abstaining vote. Motion by Berkshire,
seconded by Barehill to purchase 2 new scales and accessories with
the price not to accede $1650.00. Motion passed 37 to 0 with 1
abstention.
President Jim Marino brought up the discussion
about separating the Federation Trail from the Federation. The
Tournament Committee would have its own checkbook and pay the
Federation 10% to "Rent" the trailer and equipment from
the Federation. Please discuss this with your club and it will be
discussed at the next meeting.
Old Business: American Eagle Bass is hosting
a Paralyzed Veterans Tournament on the e Charles River in
Watertown/Brighton ramp on June 11th. They need lots of
help! Contact Tiny LaFontaine for information.
Steve Marshall offered to store the trailer and
other equipment.
The Championship Committee told the Directors
that we would be holding our Championship meeting at Meadow Brook
Farms the Friday night before the tournament. We will be having a
cook out so come hungry!
Jim passed out the Championship rules. We will be
voting on them next month so please discuss them with your club.
New Business: Dean read a letter from
"Kids at Heart" Children’s Hospital Marathon Team. There
was a motion by Fall River, seconded by City Bass to donate $999,00.
Jim Marino offered to give $1.00 to make it an even $1000. Many
members reached into their pockets to make the final total over
$1500. Our donation will be well spent at Children’s Hospital.
Thanks to all who donated!
President Jim Marino talked about allowing clubs
to hold open tournaments as fundraisers. The clubs would have to
rent the Federation trailer and equipment and would be under strict
guidelines. Motion by Boston, seconded by Clearwater to take this
back to your clubs for discussion. Motion passed.
Jim asked the Directors to form a Committee to
look into the rules and a regulation needed to conduct the club
opens. Motion by City, seconded by Wachuesett to form the committee.
Motion passed.
There was much discussion about fishing the spawn
on Mass and NH waters. Bryan King from Metro West will investigate
all information from several studies and bring a report back to the
Directors.
There was a letter read from the Hudson Cub
Scouts asking for any kind of donation to help start the Cub Scouts
in their first fishing derby. The derby will be held at the Gun club
trout pond. Motion by Wildside, seconded by Buzzards Luck to donate
$100. Motion passed. The directors collected another $25 to add to
this.
The sites to choose from for the 2001 State
Championships are as follows.

We will be voting at the April meeting.
Metro West is helping host a youth tournament and
Casting Kids on May 13th at Lake Cochituite. They need
help running the Casting Kids. Several new clubs volunteered to

MAY 2000 DIRECTORS MEETING
Meeting called to order at 7:40 P.M.
Roll Call: Plymouth Rock and South East.
Secretaries Report: Joe read the April
minutes. Motion by Boston, seconded by Wachusett to accept the
minutes as read. Motion passed.
Treasures Report: Dean read his report and
listed all outstanding bills. Motions by Greenwater, seconded by
American Eagle to pay all bills and accept Dean’s report. Motion
passed.
Conservation Report: Dean talked about the
current boater safety laws being proposed and about the upcoming
Massachusetts lead bill.
Youth Report: Motion by Bass Addicts,
seconded by Metro West to donate $200 to the Connecticut Youth
Tournament on July 29th. Motion passed.
Tournament Report: The 2000 TOC will be moved
to Congamong if we can get a permit. Don’t forget the second
Federation Trail Tournament, which is on Barton’s Cove is before
the next Federation meeting.
Scholarship Report: This years two
scholarship winners are Mathew Demarias and David Wolf. Mathews
mother Dot is in Bristol County and David’s father Dave is in Tri
County. Congratulations to both!
Newsletter Report: Paul is still waiting for
write-ups for the Casting Kids Finals. Paul needs a few articles for
up coming issues so if your club wants to put in a few write-ups the
space is available. Give your club and its members some free press!
Web Report: Dean and Sully have swapped web
jobs Dean will be doing the Web site and Sully will be the Web
Chairman. Thanks for the great job Sully; you made our site 1st
class. Dean is currently working on a classified page to replace the
bulletin board.
Old Business: Brian King of Metro West gave a
report on fishing during the spawn. Brian got info from the state
biologist, BASS and several other sources. Its was an interesting
bit of info. It is info for you to hear and make a decision on your
own about spawn fishing. He will be printing it in the Federation
newsletter and you should check it out. Good job Brian!
Tiny still needs boaters for the PVA tournament
on the Charles River on June 11th. There was a motion by
the River Rats, seconded by Massmasters to donate $500 to the PVA
tournament for any expenses that may come up. Motion passed.
Jim read an email from Ray Lentine. Ray seemed to
be confused as to whether he could fish the 2000 Championship at
Winni. The Directors voted 39 to 1 that the intent of the suspension
was that Ray miss the 2000 Championship and be a non-boater in 2001
and 2002.
New Business: BASS has a new sponsor
Worldwaters.com. It’s a web site for tackle, shipping is free and
the prices are supposed to be very competitive. Have your members
check it out!

NOVEMBER 2000 MINUTES
Roll Call: Missing were: Bass Masters of NE,
Berkshire County Bass, Northeast, Plymouth Rock, Rod Jockey’s,
South Shore and Worcester Bass.
Secretaries Report: Motion by Minute Man,
seconded by Metrowest to wave the reading. Motion passed.
Treasurers Report: Tiny read over his report,
including the upcoming year’s budget. Motion by American Eagle,
seconded by City Bass to pay all bills. Motion passed. Dean
clarified to the directors about the checking account.
Tournament Report: No report at this time
Youth: Wayne reported he needed information
from clubs that held casting kids competition this past year, so
kids who are eligible for the championships can be notified. Each
club will need to send four guys to the Worcester Show (Feb. 4).
Conservation Report: Dean reported that the
Federation would be purchasing an oxygenator for the weigh-in tanks
at Federation events. It will cost $200-300. He also cautioned
members to watch for charities that are actually PETA in disguise.
Mike Keane handed out information to the
directors of clubs who had submitted their tournament lists for next
year. The Charles River has an attached sheet to fill out, and a $17
fee. December first is when New Hampshire begins to accept permits.
Later in the meeting it was discussed how to
contact Connecticut for tournament on the Connecticut River. The
number is 1-860-424-3474, and they accept permits as they come in.
Contact Riverfront Recapture Group for more info on the river and
launching.
Newsletter: Dean and Jim want to get the
travel guide before the fishing show. Articles are due by December 7th.
Dean handed out forms to be filled out by clubs for contact info.
Banquet Report: The Banquet will be on
November 25th at the Maynard Elks. Tickets are $25 per
person and are available now. See your Director or call Joe
McKinnon.
Scholarship: We are looking for a scholarship
chairman.
State Team: Roy Wood handed out envelopes for
a 50/50 raffle to be drawn on May 15th. Directors are
asked to bring them back to their club. There will be four Regional
team open tournaments next year, with the two in April, Mother’s
Day weekend, and one on Labor Day weekend.
Old Business: Incident from the fish-offs
concerning the trailer hitting a car was brought up again. Both
parties involved need to take care of this themselves.
New Business:
Letter from Myron Sayers, acting president of
Western Mass Bass (formally Berkshire County), about their club
situation. Part of their club has left to join the Connecticut
Federation, but some members want to remain in Mass Bass. One of the
new by-laws says they have to be in the federation for one year to
be eligible for fish-offs. Motion by Blackstone, seconded by
Cochituite to suspend Article 2, Section 1 requirement for
membership. In order to do this we need an 80% per capita vote.
Ballots were handed out. Motion passes 517-54.
Motion by South Shore, seconded by Worcester
County to donate $200 from the conservation travel budget in the
Jimmy Fund in the name of a members child that recently passed away
from brain cancer. Motion passed. Our heart felt sympathy goes out
to the family.
Extensive discussion regarding new by-laws. The
following were points that were raised.
By-law lowers the number of members from a
club who can be in the fish-offs. Some clubs already have
chosen their team prior to this by-law.
Mandating tournaments in MASS when some
clubs hold tourney in New Hampshire.
Question as to how Massachusetts got into
by-law.
By-laws might be invalid because an
individual instead of a club submitted them.
Intent was to try to help overall, but
there are some problems.
By-laws should stand, because they were
voted in.
Joe echoed many words form all sides. In an
attempt to make things go easier, a committee will be formed to look
at the by-laws that were voted in, and try to work this out, keeping
in mind the thoughts used to make them, and how they can help the
federation.
The directors agreed this was the best thing to
do. Motion by Buzzards, seconded by Boston to have a 5 man Committee
appointed by the President to find an eqitable solution to the
recently passed by-laws. Motion passed unanimously.
The 14-member tournament committee that was voted
in will stand for this year.
Joe brought to the Directors a possible problem
with the Federation event in August on the Connecticut River. Rhode
Island will be launching 30 miles south. Joe will talk with RI and
get back to us.
Dean ended the meeting be telling us about a
letter he received from the Attorney General’s office. He will
work on this, but not include Tiny.

OCTOBER 2000 MINUTES
Roll Call: Missing were: Active Bass, Bass
Masters of NE, Classic Bass, Clearwater and Top Rods.
The regular order of business was suspended to
further cover several incidents that happened at the September
meeting.
After much discussion there was a motion by City
Bass, seconded by American Eagles that John be suspended for two
years from all Federation events (tournaments, banquet, youth
events, meetings, etc) and will be place on probation for five years
after being his two year suspension. This will take effect upon a
full apology to the girl and the members of the Federation. Motion
passed 22 to 10.
Update: the Wednesday following the Board meeting
the parents of the girl that was involved in the incident with John
contacted me. They were very unhappy with Directors changing the
penalty for John. They have no problem with the two years suspension
and the 5 years probation. They would like to have the two years be
from his club as well as the Federation. I will forward the letter
they sent me to all Directors. BASS has contacted me and we will
have to revisit this.
Secretaries Report: Motion to wave the
reading. Motion passed.
Treasurers Report: Dean went over his report
and listed all outstanding bills. Motion by River Rats, seconded by
Boston to accept Dean’s report and pay all bills. Motion passed.
Dean needs anyone with Federation checks to
please cash them so he can close out accounts.
Tournament Report: Mike Tamburello and Steve
Marshall won The Federation Tournament of Champions with 40.09
pounds. Congrats to Mike and Steve!! Joe thanked the Tournament
Committee for a job well done all year and thanked all those who
participated on the Federation trail in 2000. We hope to see you all
back next year.
Conservation Report: Mike Keane reminded
everyone that he would be accepting club tournament lists for 2001
on November 1st. Remember that you can not use the following
dates April 14th and 15th, May 20th,
June 17th, July 15th, August 5th,
August 19th, September 8th and 9th, October 6th
and 7th.
Also be reminded that the PVA tournament is on
June9th try not to schedule that date.
Newsletter: Paul Dalida will be stepping down
as editor. Jim Marino and Dean Percival will be taking over as Co
– Editors. If you need ad info call Jim or Dean for info.
Banquet Report: The Banquet will be on
November 25th at the Maynard Elks. Tickets are $25 per
person and are available now. See your Director or call Joe
McKinnon.
Old Business: The December meeting will be on
the 14th please remind your Directors.

January 2000 MINUTES
Roll Call: Assabet, Eastside, and Totem Pole
Secretary’s Report: Report accepted as printed. Motion by
Clearwater, seconded by Wildside. Motion passed.
Treasurer’s Report: Dean read his report and listed all
outstanding bills. Motion by Wachusett, seconded by River Rats to
accept Deans report and pay all bills. Motion passed.
Youth Report: Don’t forget the Worcester Casting Kids on
February 6th. The Casting Kids Championship will be held
March 12th at Marine USA.
Tournament Report: The 2000 Bylaws/Tournament rules were handed
out to the Directors. There were several changes so make sure your
club goes over the changes.
Conservation Report: Dean is looking into several ways we can
help out the Mass Division of Fish and Wildlife. There were several
suggestions made. We will be discussing this at the February
meeting. Mike Keane reminded the Directors that if you have
tournament changes to make you must contact him with the changes.
Scholarship Report: Bill Staples of Fall River Bass Anglers has
volunteered to chair the Scholarship Committee. Applications should
be available soon.
Old Business: The orders and the money for the Mercury order have
to be in at the February meeting. See your Director for details.
New Business: The two members of The Cajun club that owe the
money from the State Championships at Champlain are suspended till
the $50 per man is paid to the Federation.
