MASS BASS FEDERATION JULY 2001 DIRECTORS MEETING Roll Call - Missing were Active Bass, South Shore and Worcester County Secretaries Report - Motion by American Eagle, Seconded by City Bass to accept the minutes. Motion passed. Treasurer Report - Tiny went over the statement. Still $1360 outstanding from advertising on travel guide. This will be looked into more. Motion by Yankee, seconded by Green Water to accept the treasurers report and pay all bills. Motion passed. Tournament Report - Report on the PVA from Tiny. The tournament was a great success with the help of Tiny and American Eagle. Next year they hope to run a second tournament, maybe in New Hampshire. The Winni tournament had 66 boats!! Results are on the web. Open tournaments coming up are the Karl Kaprelian and the Mike Yellick. There was a posting on the New England Sportsman web site about possible changes in New Hampshire tournaments, at lakes that are on the borders. The meeting is 7/31 at the Concord Fish and Game office at 7:30. This may affect spawn fishing. Youth Report - August 5th is the youth event at Webster. If anyone has donations, please contact Wayne Bacon. The following clubs were recommended by Wayne to send two extra members on their state team for youth activities they performed: Tri-County, Yankee, Wildside, Green Water, Metrowest, American Eagle. Motion by Green Water, seconded by City Bass to allow these clubs to send the extra men. Motion Passed. Conservation Report - No Report Web site Report - Some problems being worked out. It should be working fine soon. Travel Guide Report - No Report Newsletter Report - Two more were handed out. Talk of software out there to help in the production of more travel guides will be explored for the future. State Championship Report - Entry with check for fee and lunker due no later than August 7th(Must be postmarked by that date!). $30 per day for the non-boaters payable to the boater at the beginning of the day. Banquet - Mike says it is all set, and will be an Italian buffet. Scholarship Report - Amanda Tucker (John's daughter) was there at the beginning of the meeting to thank the directors for her scholarship. State Team Report – Don’t forget the Regional Team September 1st open on Winni. Next month there will be tickets for a raffle for an X15 Graph donated to the team by Charlie Moore of Charlie Moore Outdoors on NESN. Old Business - If you break a Federation Rule in a Tournament, you will be disqualified...end of discussion!!! There will be no more warnings Brian Cozzilino gave the directors the info on Mass owners of boats who register in New Hampshire. What happens in they (Mass Police) take down your info, you get summons for a hearing, and have to prove your primary use of the boat is in New Hampshire. If guilty, you pay back taxes and penalties. Web Report: No report. Travel Guide: New Committee will be formed next month. We are looking for volunteers. Newsletter Report: Three newsletters were handed out. Joe hopes to have two out for September meeting. State Championship: The Directors were give last minute details. All directions were in the newsletter printed for the Championship. Banquet Report: Mike Tamburello said every thing is all set tickets will be printed. Date is November 24th, the Saturday after Thanksgiving. Tickets will go on sale soon. Scholarship Report: No report. Please keep our 2000 scholarship winner David Wolf in your prayers. David was in a very serious car accident. State Team: Charlie Moore has donated a Lowrance X15 with mapping unit to the State Team for them to raffle. John Sampson will see to it that you can get tickets thru your Directors or a State Team member. The X15 mapping sells for $1199.99. Old Business: Due to conflicts with the current by-laws the bylaw proposed by Massmasters was given back to their Director to be re-written so as not to conflict. You still have the September meeting to turn in by-law changes. New Business: There was much discussion about the Federation trailer. After the first time the trailer was lent out the Federation banner was missing. After the seconded time it was lent out the tent has two sets of struts broken, the tent part has a tear in it. Tri Valley will be running the booth and kitchen on Saturday and Sunday of the Marine USA open house with all kitchen proceeds going to the Youth Fund. Conservation Report: The Federation is trying to setup a Boater Safety course for the members that need it for this year in New Hampshire. It was also discussed that Massachusetts is going to institute a required course in the next few years. All Federation members should be aware of House bill 1072 proposed by Sen. Susan Fargo. It gives two of the six seats on the Massachusetts Fish and Wildlife Board to animal protection organization. (PETA types) We as individuals and an organization need to be aware of this and need to contact our Legislatures and as ask them not to support this bill. Secretaries Report: Motion by City Bass, seconded by Mass Bass Busters to wave the reading. Motion passed. ***Clubs turned in two copies of their rosters to the secretary. ACTIVE BASS, ASSABET VALLEY, GREENWATER WIZARDS, PLYMOUTH ROCK Joe passed out the 2001 Mass Bass By-laws, the Plano Deal information and Mercury information. All orders for Plano and Mercury are due by the March State meeting, with a check payable to Mass Bass. Treasurers Report: Dean submitted a balanced budget proposal. Motion by Blackstone, seconded by American Eagle to accept the budget. Motion Passed. Motion by Wildside, seconded by City Bass to pay all bills. Motion passed Tournament Report: No report at this time. Youth: Wayne handed out information for the Worcester Show. All clubs, not involved in other shows, were split into two groups (morning and afternoon.). Charles River will run the casting kids at Marine USA on March 10th. The finals will be at Marine USA on March 11. We will need help to run these events. Conservation Report: Dean reported the Plymouth County Sportsmen league have begun an initiative to ban bass fishing during the spawn. He has also talked to Rich Hartley, who says Congamong has been slated for total sonar to look for weeds. He will keep us informed. Joe filled in on the update from the warm water species meeting at New Hampshire. 8 members of Mass Bass were in attendance, and much of the discussion was good and educational. Joe will email the directors the minutes of that meeting. Newsletter/Web: Dean and Jim will get the travel guide out before the fishing show. Web addresses for officers, directors and clubs have been updated. Please check for accuracy. Banquet Report: none Scholarship: Brian Trefry volunteered to be the Scholarship Chairperson. He will have more information at a later time. State Team: No Report Old Business: 1. Joe informed the directors of his meeting with the accountants for Mass Bass. We are in line legally with our tax status of a 501C7 organization. Next year there will be 1099s given out when appropriate. We should look at the number of things we do like youth and ramp clean-ups to continue to maintain this status. The question of under 16 year olds being allowed to fish was raised. Liability issues through BASS were the reason why. Joe will check into this.

Boston Bass will hold the third annual Karl Kaprelian on Winnipesaukee on July 21st, and Greenwater/Massmasters will have their Pro-Am on Cochitcuate on the same day. There were some openings on the tournament committee. Joe recommended Bob Iodide and Jon Wheeler, and the directors voted to put them on the committee. There are still two openings. If you are interested, you must contact Joe. The tournament committee also voted to not pick up the Pro-Aim’s next year, because the committee is going down to 10 members, and they can not work it. Youth Report: There was a thank you from Tri-County for the Handi-Kids donation. August 5th is the youth tournament on Webster. See the flyer on the web. Many have donated tackle/equipment. New Business: The SOS Sospenders life vests are considered a type 2 from the Coast Guard, but MASS are not accepting the manual inflatable. Please make sure you are safe!!! People handling money should be bonded. Letter from the Cub Scouts in Hudson requesting a donation for their Fishing Derby. Motion by Mystic Valley, seconded by Wachusetts to give them $300. Motion passed. There was some discussion about other charities we donate to. Motion by Bass Addicts, seconded by Bass Busters to donate to the PVA $500, Karl Kaprelian Scholarship Fund $500, a matching donation with Tri-County to send a kid to Handi-Camp for $450, and a $200 donation to the Dare Tournament run by North East. Tournament Report: City Bass brought up problem with their club holding a tournament the day before the South Wattuppa trail tournament. They can’t per the by-law. They will work out this problem, and maybe fish the day of the couple’s tournament. Mike Keane will be asked also about the permit being allowed for that day. The Tournament Committee will meet 1 hour before the next month’s Federation Meeting. Youth Report: Next month there will be a flyer out to accept donations for the Federation Youth tournament. A draft was submitted by Metro West, which outlined how clubs can bring an extra two men to the fish-offs. Running a Casting Kids, or other Youth Event with the proper documentation is necessary. One application for this scholarship received. State Team Report: 1st tourney is 4/21 on Webster was good, with 48 boats there. Results on the website. 5/12 on Winnipesaukee had 39 boats, with 4 fish for 17 pounds winning. On 9/1 there will be an open at Winnipesaukee, out of Ames Farm, 8 fish limit. All tickets for the 50/50 raffle were turned in, with the drawing to be held at the South Wattuppa tournament. Old Business: Reported by Joe from his trip to the Nationals: 1. Rhode Island tournaments start times were discussed. If a RI club is at your site, with or without a permit, and running at more than 6 MPH before 7:00 am, let Joe know. 2. Vermont permits now have to go through the Vermont Federation. 3. May 26th, couples tournament on Wattuppa, sponsored by Top Rods. 4. Federation Tax I.D. number should ONLY be used by the Federation, not clubs!!!!!! 5. 2000-2001 ESPN-BASS trail is out. Our format for making the classic is the same. 6. We have three spots in the Top 150. Raffle at the June Directors meeting for those slots. No limit on the number of tickets you can get. There is still $510 in tourney acct., and $917 in Commerce acct. Bob gave a brief overview of the upcoming year. He wants to run a preliminary budget that will be then finalized in January. It was also motioned by Greenwater, seconded by River Rats to keep the same state dues for next year, which are $30. Motion passed. That is $30 for every guy in you club, even if they are in more than one club. The National dues are still $15, and are a one-time payment. Clubs were given their packet from Karl with their permits. New Hampshire now has some regulations regarding running a weigh-in at State Ramps. Check out the MASS BASS website. Also, clubs need to let the Vermont Federation President know about their tournaments in Vermont and you should apply for permit so other clubs know you are there and don’t schedule a tournament there. Youth Report: Wayne asked for all follow-ups to Casting Kids to be done and to have yellow slips turned into him. He will have the list which says which clubs will be working fishing shows, and which clubs will be running or helping with the casting kids with him next month. Conservation Report: Joe nominated Paul Simpson for Conservation Director. Paul did not say no fast enough, so we voted him in. As they say the bus ran him over!! Actually he agreed, and was unanimously voted in. Thank You Paul! Web Site Report: The running of the Website is now out for bid. Interested parties should submit to MASS BASS what host, size, email account information etc. will be involved. Also, the Newsletter on-line must be a part of it. Bring your bids to the December meeting and if you want you can setup a laptop with a site to show what you can do. Federation Guide Report: We need club write-ups for the travel guide. They should be short paragraphs along the lines of what was put in last years guide. You must list if you are looking for boaters or non-boater. If you do not tell us you are looking for members you will be listed as looking for both boaters and non-boaters. Sales are going very well for this guide. It gives two of the six seats on the Massachusetts Fish and Wildlife Board to animal protection organization. (PETA types) We as individuals and an organization need to be aware of this and need to contact our Legislatures and as ask them not to support this bill. READ THIS!!!!
